Area targeting for PC Users Extremely Frustrating

I play on pc with a controller and there is an option to swap between both types of targeting, one that's fixed to the camera and the other that follows the mouse.
I dont know if it's only an option for controllers, so sorry if I made a worthless comment.

Edit: although it says gameplay mode like it's specific to that mode, I was able to lock the cursor in mouse mode.

Character config, control settings, target, ground targeting settings, target ring. Set to unlocked. I think you may need to key bind controller buttons to manually move it
