First Suggestion: Go big then work your way down or go small then work on your way up.
Either gather up all the small/medium sized fc, get them to work together, see who wants to do end game content, and start from there. Build them up help those who wants to be helped.

Or get the big fcs to join the cause. I can name a few that does End game content, recently there's a HUGE influx of new FC that's popping out of nowhere. They have numbers, but I doubt they have raid experience if they do, it's only a small number of them. Go with endgame FCs like EWV (5 statics, 3 has t13 on farm, 1 on t13 last phase, 1 on t13 fresh), CRUSH (5+ statics, progress unknown, by just checking lodestone I see 1 person with the last witness title), DND (? statics, alot of members finished t13) SIN (? statics, home of alot of good members finished with final coil) FUSE (2+ statics, alot of good members willing to help) NIGHT (1+? statics, another home for alot of good players with t13 downs) ABEL (your home), AoB (2+? statics, home of alot of good players, alot are finished with coil), WRECK (1+? static, alot of members, main static downed t13 , works closely with the fc HOUSE).
They have alot of really good and nice people you can work with to make this happen.

Now what to do when you get alot of people going with your idea?
Have a server wide standard on how to do t9-t13. What do I mean by this? Here's an example, Johnny Nooblord joins a t10 learning group, nice people and such, they got to last phase but they didnt down....poor Nooblord Now on the next day! He told himself today I will clear and joined another t10 clear group! but they do a different way on doing adds, charges, and etc now Nooblord is confused! The party blames him for the wipes, Nooblord leaves the party...vouches never to do coil again. That's an extreme example but you get the point, it will be easier if everyone on the same page, easier for everyone and less confusion. Take in mind that Nooblord is...well a noob, anyone who cleared t10 half a year ago would know how to adjust but our focus on is helping new people on raiding.


Ok we have people now, a set way to do it now we need a way for people to get good! how we do we do this?

Here's my story, back then I was helping someone improve their dps, but clearly I outgear the person....so what I did is I tried to imitate the person's items the best I can and worked on using that. He can see what number he is supposed to hit, he has a goal, so on and so forth instead of just showing him my parse and set unreasonable standards for him.

it's a dps simulator! take it with a grain of salt! just ask them what's their weapon dmg, weapon delay, str/int/dex, crit,det, sks or sps then plug it in and viola!! it would give you a benchmark on how much dmg you are supposed to be doing!
