Honestly, they need to stick to making PvP gear actually better in PvP, just don't make it as powerful as it was before. As it stands, there is very very little to actually work for in PvP, which is very very bad for its longevity. I have no idea why they made morale so powerful in the first place but a slight but noticeable difference should be enough. Also, distinction is a very important factor in any multi-player feature but especially PvP. Frontline has so many people that a few "geared" players don't really matter anyways. Then again, they give you so many god damn PvP currency that I guess it don't really matter.
