Please read the full OP, not only title's first word:
If player withdraw before the duty confirmation window comes, he gets no penalty.They are six months old threads. Do really can necro? Then, all of them are proof the problem exists and needs be addressed. Nice searches anyway.

SE sees and knows, making another thread isn't going to do anything. They are pretty against putting more punishment if it MAY affect regular players. As in some people are in queue for a long time and forgot they are in queue but doesn't want to do the dungeon anymore or a someone getting instant pop on the dungeon that they just beat but forgot to uncheck while trying to queue for a new one.
At the most they will do is what they are doing with frontline, let people in even if people withdraws.
