Screen Dimming too much due to lighting effect on PS4Hello!

First bit of information, My TV does not have any dynamic lighting control. Also, the bug does not happen in well lit indoor settings in the game or during the night time near brightly lit areas and it only happens when the game's 1080P setting is used and not during 720p. This is a game issue and not my TV.
When I am outdoors, during the daytime only, the screen dims at seemingly random times frequently.
It appears to be an environmental effect such as a cloud passing over but it is not working properly if that is the intention.
The dimming is very extreme and washes out the colors and the graphics to the point that the screen looks desaturated with an exaggerated lack of contrast. It is not a subtle effect. It even effects the HUD.
It is not a reaction to large areas with bright lighting... I can face a well-lit wall indoors and nothing happens. Also, if I open my map or any menu, the screen brightens up. Close the map/menu and it goes back to dark.
It doesn't appear to show up in captured video. I played back the last 15 mins captured by my PS4 and the dimming did not show up during the replay as far as I could tell.
It only does this in 1080P game menu setting and not 720: I think this might be the most important bit of information since it illustrates that it is not a TV setting.
