PC hardware surpass recommended but still low FPS

My Wife just upgraded her GPU her graphics is improved but still has a 30-40 FPS range at max settings the new card is a nvidia GTX 750 ti when she runs it looks like she's rubber banding, we are wondering if it could be an issue with our internet, her power supply is 460w so it can handle the card, any idea what could be the problem could be? do we need a different card that would run the game at max settings with 60+ FPS without changing the power supply?

edit; forgot to add that the directx was upgraded to 11 not sure if that would effect it any.
    PC specs
    CPU: i7 3770 3.40
    RAM: 12GB
Vid Card: nvidia GTX 750 ti
OS: Windows 8 (went back to 8.0 after upgrading to 8.1 due to issues, but thats before the new card)

    and all drivers updated today

Eh, first off probably should head over to the Technical Support Forum with this.

That said, let's go ahead and get some of the customary stuff out of the way:

    List your specs:
    CPU:
    RAM:
    Vid Card:
    OS:

I see you've mentioned a CPU/Vid but having it together helps considerably. Edit your OP with that info to help those that come in help you out.

Additionally, are your video drivers up to date?

Good jorb. Sadly, that's about as much help as I can be here. Getting indepth with hardware tech support's generally outside my range of expertise. Just seen enough to know what's almost always asked for as a start.

Edit: Derp, meant to edit my post with the above instead of quoting it.

I have the same problem, and have since given up on it. I now play on PS4 and it runs much smoother. On PC I was getting a max of about 40-50 FPS in areas without much sunlight or people around. But when I moved my camera fast there was a massive FPS dip down to about 10, and when there were any number of people around, shadows or lighting I would be getting about 20.

Stupid question, but when was the last time you've removed dust from fans GPU CPU PSU and MB?

That mean you changed to this video card? If so that maybe the issue, did you have an amd card before? Risidual drivers maybe the issue.
I assume you did a clean driver install and not just overwrite the old drivers. Finally... you should turn down ambient occlusion and stuff like that, as it can hinder fps w/o offering much to you.

If whatever you're shooting doesn't die after you pump 8, 32 caliber, slugs into it, it's probably a dragon.
