From what Ive seen, if your a Fresh Rank PVPer, then you should start in the 30's, while you can get a good carry in the 40's and 50's, You're gonna cost your team a win if you don't have any morale in the 40's+. Once you get about 100 morale you should start doing 40's and 50's. for 50s, 150morale is good but 200's makes people avoid you until the end unless your a healer.

For Twinking specifically... sort of. It won't add much to your stats, but going the extra mile is a little extra advantage on your side.

Anyway, play 40s. If you're worried about equipment, mostly try to find Strength accessories instead of the VIT ones you're used to - you'll already have plenty more HP and you're not exactly an actual 'tank' in PvP so much as a burlier DPS with a lot of stuns.
