Black listing the thread itself

該当スレッド自体を新着に表示されないような変更ってできませんかね？
(Basically he's asking to be able to blacklist the thread not just the user, since some threads are ridiculous... troll threads for example.)

But, will separate this so if it's a feature such as by polling to drop the thread. (It can be abused so needs to be carefully looked though)
The last part probably means to drop/lock thread/hide depending number of people vote to get it locked/hide the thread. Never seen a forum feature before but makes sense, people can abuse and drop threads with group of people just because they don't like the OP.
