It boggles my mind that so many people are voting for option 1. You seriously want multiple action bars populated by multiple, redundant copies of spells all because you can't be arsed to press z occassionally? o.O

That has nothing to do with the toggle. It's part of the targeting system - even if they removed the toggle, under the current system you would still need to confirm.
