@Gravehill & Tashigi: I remember some of your posts. Back in open beta, I also remember a friend of mine (computer science engineer, though he works with databases and not at all with networks now, but he had a valuable tech education in general comp. science) commenting on the late and poor bandaid of a fix that was implemented (essentially to display the red areas ahead in time to give players more time). He said something along the lines of "notwithstanding that it kills immersion, it makes it generally too easy to avoid AoE's [he was referring to avoiding the red zone rather than the spell itself], and if there's latency it just won't work." Well, now I know what he meant…

Anyway, don't bother providing more evidence of the issue. It's now behind us, we know there is an issue, now's the time to hear from SE, as I'm relentlessly trying to suggest them to.
