Pre-Story: Bell Canada bought Base Node hardware from the US and it was designed to handle Eastern Seaboard US traffic. Canada will never see that level of traffic in the life of the base nodes. So they sell it out to companies cheap. Mostly the Canadian servers are used for doing content downloads, where you need huge bandwidth to accommodate transfers. CCP do it as well. Their main US office is in Georgia but their content servers are in Montreal.

I'm in Canada and I can say I still get server side lag. I was doing Leve quests a few days ago. Mob has a bar on my UI but no mob. He wasn't placed on the screen yet. Best part was, he was pounding the piss out of me anyway but I couldn't target back. This is sort of placement problem that makes I-Win AoE in dungeons a problem. It's not Latency to the server. The servers are over heating and can't get the information relayed. My guess is, they are in a basement with poor ventilation.
