Error Code: 3102... my old nemesis...
I don't believe there is anything you can do about this error, as far as I know it is a result of the game dropping you.
Usually this happens as a result of an R0, lost packets in your connection, your modem, router, or net-switch interrupting the flow of data in rapid fire and eventually evening out. Basicly, the fewer boxes and cables you have to go through for your connection, the less you'll see this error pop up. However, it is entirely possible that your ISP was having an off-day and delivering sub-par service.
There's just too many things that can cause this error, all related to your connection dropping "momentarily" which, really, makes it a problem that developed as a result of how SE coded the game...
The only thing I can suggest to fix it when it does start happening is to restart your router, modem, or both.
And if you're using a net-switch, God help you...
Also note, you'll get this same error if you just disconnected from the game and attempt to log in right away. Give it about 5 minutes before you attempt to log back in with the same character.

Oh ok. Thank you for taking the time to elaborate in details. I sure now do have a better picture of what is happening. Gotta call my ISP and see what they can do about it. At present, I have like 2-3 wireless connections in the house and about 4 wired connections. I do hope the PS3 will not have such issues with this.
I am having this alot today and yesterday too
but its not just the game dropping me, when it happens, my internet slows to a crawl, and my xbox live usualy dumps me too
kind of annoying(but at least i can see where its coming from when it happens cuz of multiple locations in my house attached)

Thankfully, it really really shouldn't. This is a problem with the current server system not being tolerant of loss, among other likely problems. I'm sure this is one of the contributing factors to their decision to completely redesign and rebuild the server program. I'm very confident 2.0 will not have this issue.
Possibly related, they are encouraging players to do testing on how traffic is routed to their servers in Japan to see what can be done, as the Ifrit fight is unintuitively hard for many players due to network lag.
I've got good news regarding this 3102 error. I reduced the active wired connections down to 1 and wireless activity to only 1 connection now. And 3102 error hasn't showed up at all. So it clearly depends on the weight of the modem due to multiple connections. It's nice to play the beautiful game FFXIV without interference.
