Also in many FF games summons were you just calling a monster to aid you in battle, 4,6,10,11, and 13(never played tactics) are the only ones that have a summoner in this manifestation. In 8 you get tonberrys, to deathtrain. They say in the smn description if its special or not but in the end its still just a special monster and not like in the case of 4,10,11,13,14. Even in 4 summons were living beings and exist in the summon world and you can summon monsters to her aid(chocobo).
I think Siren would be a primal; after all isn't a primal just the aetheric manifestation of its worshipers? ...
Siren would only be a primal if she wasn't real and still in existence. It's stated in the quest times that she is in fact real and controls the souls of dead sailors and that Sirens(plural) have been around for quite a while. Saying Siren should be a primal is like saying every dragon should be a primal. She doesn't have worshipers just souls shes controls more like a necromancer meets bard and technically we don't know the real rules for primals yet we should get a big chunk of info since they said good king moogle is not a primal, in 2.0 at least thats what they have said so far as I believe he was one in 1.0, either but hes summoned it seems.
