Yes, it is because it is a Japanese company. This game was, initially, made for the Japanese people. Also, though, since the Japanese servers can be played on by those of us not in Japan, I think it's a type of fairness. If one set of servers can't play, then neither can the others. It's only two hours...at least it's not 8.
I also agree with Remilia. It is not just us 'NA customer base' that is getting it, it is the whole customer base, including Europe.
The funny thing is, it was the NA servers that got overloaded with too many players and crashed, not the Japanese, so which do you think is the larger player base?
Not really. I figure this maintenance has more to to do with character creations, if you've been watching the notices about it, you'll see that the NA and JP data centers have alternated between "mostly x's" and the last notice showed all the JP servers clear.
If they do something about the hackmovers I'll be impressed.

They say this is a japanese game, but while playing it it seems like there are an awful lot of american/european cultural references for it to claim to be japanese. just mho. Sure you get ff monsters, but pretty much all quest inside joke references are to the western culture not eastern.
@Remilia_Nightfall. We US people may not be the center of the universse, but we are large part of the gaming population. So deal with it.
The English/American/European versions will generally be edited to change Japanese cultural references to a corresponding reference that the player would more likely understand. Obviously a lot of people would be confused at all the odd-ball Japanese cultural/pop cultural/etc references in the game otherwise.
Also, a lot of American culture is fairly popular in Japan so...
I, for one, think maintenances should not be this frequent and always during the peak gaming time of the same time-zone. Arena.net has, since GW1, provided constant service with little to no interruption for both the first and second game of the series. While they are being published by NCsoft, Arena.net is a fairly small company when compared to SquareEnix which should be working really hard right now to make this release as smooth as possible. (And we all know that the release has been so far extremely rocky and poorly prepared.)
Some may say that expecting no maintenance makes me a "spoiled" bastard or that I should play GW2 instead of whining here. But facts are facts, if a company can make servers run continuously, why can't Square do it? Or at least provide downtimes which do not affect each zone's peak hours?
Well, I'd like to ask everybody that would you be comfortable with your internet going down during your prime time and be okay with it because it's a Japanese owned ISP? I'd like to hear your response.

Yea, I guess it's good for euro players. 2am there right? Still if they pushed the maintenance to 1pm Japanese time then its 7am europe and 11pm NA. Would have been a significantly better time.
So, looks like the Japanese servers are back up, but not the NA ones... feel the love...
They ran JP data center window a couple hours ahead of the NA window.
Any one gotten any hint of maintenance being extended? Not seeing the servers back up yet....

Other MMOs: NA always get favored.
Hope you understand what we Europeans have to deal with in every online game where services aren't seperated. Even then NA still gets favored (even if EU has a larger player base)

This must be your first online game. Player base doesn't matter squat. Look at other online games. Some of them have a much much MUCHHHHH larger EU player base than NA yet EU is still second hand. Learn to deal with it as we Europeans had to for many years.

Get off your high horse. Plenty of online games out there where EU has a much larger player base but is still treated as second hand. We however, learned to deal with it.
But OH NOES now NA gets to be in EU players' shoes for a change! It's the end of the world folks.

Don't like the maintenance times? Move to Japan. You'll get more suitable times then.
