Shinryu cannot be since Shinryu is like a Serpent, while bahamut does look alike, but Bahamut is not fire base, Tiamat does bring destruction and all.

Its most likely Bahamut. BUT Shinryu is basically the FF series reset button, in Dissidia they say Shinryu destroys and rebuilds the worlds to restart the cycle.

It's Bahamut. It's been obvious for a long time that Bahamut was behind the reason of Dalamud's existence.
NPCs, including one of them, talked about the ancient war vs dragons, including the god of dragons. Other supporting factors is when Nael uses megaflare and they even share similar names.
