It's a patch at most, but also can be classified as an expansion, it's a upgraded version of FFXIV, if it was classified as a "new game" it would be called a "Remake" or a "Rehash" of the same game as the original but with upgraded data and new content
It's the same game, we are just getting a upgraded version -

Well expansion is exactly what the word implies: "Expansion of the games world". The game isn't expanding at all, it's being remodeled. ( with maybe additional areas). Its more along the line of a Remake, Taking the world that's there and giving it a face lift.
To answer the question, it's more of a huge Update. However, I still consider the game a new game =). -
