Drawing the conclusion that people aren't interested in XIV simply from one site (and Gamespot at that), isn't a good method of determining it's popularity.
Maybe because FFXIV players will get more info faster from Lodestone than Gamespot? Either that or it's because FFXIV's launch crashed harder than Sam Kinnison after a 3 day coke binge.
Maybe because the game is legitimately terrible?
I organized by Followers, descending, and (unless I missed it), FFXIV is the top MMO on that list.
Look at the competition though. The average gamer today doesn't play MMOs or fantasy games they play FPS and you have the 2 most popular FPS on that list. Also, next to games like Assassin's Creed III and Far Cry 3 for the console players and Crysis 3 for the PC gamers I imagine FFXIV:ARR just kind of fell through the cracks.
Because the game is bad. Fans can overlook things (even if they bitch a lot), but compared to other MMO games, 1.0 is terrible.
Let's calm down people. Honestly only beta will tell how good arr is.
XIV 1.0 is bad that's why it's not popular it's as simple as that. It's best to look forward to arr than to dwell on the past.
Let's take a look at what was released recently. Go play GW2 then sign back on FFXIV. It's like using the new Galaxy S then switching to a prepaid boost mobile phone.
What needs to be done right now is to polish this renewed version up and add in great content. Then the next step is to make it visible. So far, what have we seen and what do we know? Not enough to build hype by people outside of the current version.

Do you really have to ask? FFXIV is one of the biggest failures in MMO history. To most of the gaming public its a game that has come and gone. Its being relaunched, but understandably most of the gaming world is not going to buy into the hype again and start following the title before launch.
FFXIV has to win back gamers by results pure and simple. The title has lost the right to expect people to get excited over promises and hope. Gamers have been burned by it once before. Sure, there's some of us who have stuck around and have gotten excited again. But its quite rational and expected that most of the gaming audience will not be hyped for it and have extremely low expectations. As well they should. Its up to FFXIV to prove the critics wrong this time.
They wouldn't like doing it, but if they really believe they have a successful game this time, they could promote it better by allowing more initial gametime. Most copies come with 1 month right? so make it 2, so it seems a little more worth the shot at buying it and gives them a little more time to decide if they want to stick to it for years to come after.
First, as to the OP. There are numerous reasons, but the main one, based on the site you visited, is target audience. most of the gamers who visit that site prefer FPS games.
Now, on to the fight.

gameplay was terrible
the game was more frustrating than fun
beta feedback was ignored
current feedback is being ignored
graphics are being downgraded maybe
SE thinks they can reply on their loyal fans and PS3 users to save the game
Like it or not, SE pissed off a lot of potential customers, and, don't forget "word of mouth" does a better job of selling a game than TV ads do.
And, it's not just SE who is at fault for this games poor acceptance. Certain individuals (lets call em vets), are not "new user" friendly. Any potential customer who tries the game now, may not like the attitude of other players they meet, when they try the game. If you "vets", want the game to succeed, do the following:
tell SE to add an AH this one thing alone is gonna win or lose a lot of customers
tell SE to make the first 2 months free, and have a special event during the second month that attracts first time players (none of this kill a BAM crap)
finally, BE NICE AND HELPFULL to new players

Reasons it's so unpopular/unplayable:
1) Requires more than a Pentium 4 + Integrated Graphics to play (Probably 40% of PC gamers can't play it)
2) Not yet on console (Probably another 30% of Console Gamers that like FF series, can't yet play it)
3) Bad initial release (so no matter how good it gets in 1.xx, who's going to drop $$ on upgrades to try it out)
It'll be interesting to see how many new players 2.0 brings in, just with the above couple of changes. Being 100% more accessible to the average consumer, should make a huge difference.
Well, I have a feeling at first were not going to have a so hot Population due to FFXIV 1.0 hiccup. However, if the game pulls through and is an excellent game for people to play then , Word of Mouth will get around fast that "hey, this is a awesome game" Especially Media Outlets, if places like IGN, Machinima, etc shows support of this game In more positives than negatives, People will come.
Most people are waiting for Media Outlet coverage on this game, waiting to see if this game is good before dive head first. The Word of Mouth of other people that play show gameplay videos etc ( if this game becomes a blockbuster hit at launch for whoever goes to ARR first) will get around fast.
SE should just focus on the game at hand and not try to get peoples attention, this is the only game I say this because it failed once, so what makes you think those same people will give it a second chance? Make the game awesome as can be, and in time if the game is great the population will soon follow that.
You can yell and scream at someone all you want that this game is different ( before anyone plays it that is) but it will amount to nothing if you don't have the proof to show it.
1. It's a mmo 2. Most people will just come here after the event to see anything new.
3. It's Gamespot 4. it's Gamespot and 5 it's not a brand new game in most peoples eyes.
tbf popularity wise we wont know till we get the free for all beta an it'd been going a week or 2 how the game is doing.
On a more interesting note:
A few People have mentioned the fantasy RPG Vs FPS side (other places too not just here) to the lack of popularity and i think its right in 1 or 2 aspects..
A lot of people i know who i drink (this is back when it was released) called it "just another fantasy mmo".
XI is a full fantasy mmo, i think from following conversations that they expectted the more sci-fi/fantasy world in a lot of other FF's.
I'd love to see the more Magitech orientated environment come into the game over the next year, (like small things added every month even if its just visual, not ott that should be saved for new areas).
Airships to start looking more industrial then a weather balloon.
I'm defiantly for keeping a lot of the fantasy, old world style, but i think a balance could be found given what we see the Garlean's using.
I love how people say the game is terrible, but yet still play it.

The game is terrible though, that is why it is being remade. Lord forbid people have some faith and stick around though to see how well SE can revitalize FFXIV before they settle down with it for the next couple years. Lirion brought up another point as well that shouldn't be ignored either.
Its cuz its not terrible it "was" terrible. I love how ppl can be so critical of this game but madden releases shit year after year but ppl still buy it. Release was less than favorable but the game now is playable despite the lag.
Once the game is out all se can hope for is that ppl play. Word of mouth will bring in some players ps3 will bring in more. After that ppl will quit for various real life reasons and others will come. They will never please everyone nor should they bother trying.
Basically time will tell.
You can have faith in 2.0 and not play 1.0 though. Having faith doesn't require you to continue playing the current version since it's being scrapped.
Not gonna argue one way or another, just pointing out that just because the game is being remade doesn't mean you're forced to keep playing it in it's present form.
Translation: Your clinging onto sheer hope, that SE has something extraordinary that will blow our minds come 2.0. Giving money (gamble) to ontinue to play FFXIV 1.0, in sheer hope that 2.0 will be worth the Legacy price.

Well if you want Legacy you have to pay for at least 3 months. ( which is a $30 dollar gamble)
True, but like Lirion mentioned, not everything is scraped. Your character progress remains which is one of the most important parts to a MMO. It doesn't force people to play but it sure becomes a big ass irresistible carrot.
Besides, SE sprinkled little things throughout the patches to entice players to play, even if they might not enjoy the game too much. Limited time only content and legacy status.
