I currently live on a major University which blocks torrents and am unable to go off campus to find another way to download the patch notes.... I am pretty much forced to use 3rd party sites to get patches. I have contacted support several times only to be shot down and the employer is not willing to let me talk to a manager. What options can I take if any? Is there a way to talk to one of the developers about this issue?

I have the exact same issue (heck I may even go to the same University as the poster above). My school has implemented a block on Torrents, and they are employing deep packet inspection to find them and block them. So forcing a encrypted connection to download won't work.
There needs to be a alternate way to acquire the patches.
This problem is made worse by SE going to the fan sites and requesting that they NOT host patches so I'm stuck until they are posted to "other" locations.
Torrents are a good way to save bandwidth for the host company but really there needs to be a fall-back option. -

There is one thing you may be able to do.
There are online services where you can purchase encrypted access to a VPN, through which you should be able to use a torrent client. Since the packets are completely encrypted between your machine and the VPN, no amount of deep packet inspection should be able to read them and block them. It sucks that you have to pay extra on top of 'technology' fees in order to get true access to the Internet, but it should work. -

I have a solution to your issue. I used to work for the Disney College Program, which not only banned any torrents, but anything that was not directed through port 80 (General Web Browser Surfing). They had the toughest firewall I've ever seen, but you are still able to get around it if you use a VPN (Virtual Private Network). This is a legal solution, although it may violate your campus rules as it allows you to circumvent their port blocking.
To ensure you are able to use a VPN that redirects everything to a usable port, I recommended using any OpenVPN provider that is trustworthy. This is a great way to secure your network while you're at it. Unfortunately, most providers do cost a nominal fee as they are an ISP.
My favorite to use is ToughVPN, and they even help you set it up as well. There are plenty of other Service Providers such as 12vpn, WiTopia, and TunnelR.
Feel free to research the solution on your own and remember to be safe!
