It's the opposite. It's just outdoor things at the moment. Maybe we will get more of an interior and proper housing structures in 6.5 if they can pull it off in time.
They said you'll only be able to place it near buildings. I don't know if the pasture and crops are considered buildings or are close enough them, though. Maybe the landmark would let you place things beside the pasture? The screenshot didn't give away much.
who knows.., Specifically, the hideaway is I'm generally the whole area before the cave. which includes the up and down.

You can put a retainer outdoors but not a bell.
I wouldn't expect the bell to work even if they could be placed outside. We've been told that things with special functions won't work, so it's easier to assume that applies to everything than to hope about every item that wasn't individually listed.

The area around the houses has a flat surface, so that will likely be the reason why it is limited to those areas.

Strictly outdoor decore, items that are specially interactive are excluded, they mentioned garden plots snd training dummy but its safe to say stable, atheryte, and outdoor retainer are likely a no go too. As for placement it'll prolly only be on the completely flat locations around your structures in the hideaway, highly doubt they'll allow placement on any slopes since the current housing system doesnt really work that way. (Best giess the area considered as "Grounds" in your hideaway that is you can change with overgrown, dirt, or stone seems like the best indicator on where youll be able to place things.)

I do find it odd (though I'm not complaining) that they are phasing housing items in. This could bode well for the future.
Probably a way to soothe the people without a house since they have been losing times and times again since they opened lotteries, which makes sense, but it wont do much, people will keep screaming for instanced housing (which wont happen because instanced housing = no auto demo = no forced subscription to cancel auto demo)
Honestly I hope they keep improving IslandFactorySanctuary so it becomes a recurring thing and not just an EW feature that'll be dropped and abandoned by 7.0.
Even if it's not a replacement for housing there's just so much potential in it to be a consistent form of side content.
I'd like it if they made animal beckoning permanent, and you could lead them out of the pasture. I want to catch 20 alligators and have them lounging around the base camp plaza, maybe with a couple on the beach looking at the load-in spot.
