Probably not considering that Dynamis is a ghost town as it is and needs players.
Usually you need to have them wait till after server prime time before they can create a new character anyway.
Congested servers are locked. They usually update the list of what is and is not congested with patch. I would expect some news on Tuesday.
Congested server is locked to any new users. Balmung for example. They normally update the list periodically. You can make new characters on Standard , New and Preferred.

I would expect more and more servers to go congested the closer we get to xpac encouraging new users to make them on the new data centers.
Then your memory is wrong.
If a server is Congested you can't create any characters on it, nor transfer any characters to it. No exceptions.
Character creation can be temporarily disabled on non-Congested servers too, and then it often works to wait until late at night or otherwise slow periods.
The status of servers (New, Preferred, Standard, Congested) is reviewed on a regular basis, and changed when the population has changed enough to warrant a change in status.
Changes in server status always happen in conjunction with a maintenance (but not all maintenances result in a change) and are accompanied by a note in the launcher and on Lodestone that they have changed.
To answer the OP - it is likely that server statuses will change when 6.3 is released, but there is no guarantee it will.
FC mate made an alt after a certain time. Maybe that's a little different.
They'll do updates to world status with the patch but whether your world will be changed from Congested to Standard can't be predicted. That will depend on changes to world population distribution for your data center/region.
For those getting confused by the conversation in the rest of the thread, there are worlds that are on the Congested status. There is no character creation allowed at all on these worlds, nor can you transfer a character to them.
Then there are Standard/Preferred worlds experiencing high player traffic that are temporarily locked to new character creation/transfers. The locks are usually removed during off peak hours then enabled again during peak hours.
In the OP's case, the world is on the Congested status and not just temporarily locked to character creation. Unless SE changes the world's status back to Standard, the OP's friend will be unable to create a character on that world.
MistakeNot is correct. If a server is labeled as "Congested" on the server status page, it means that no new creation or transfers are possible whatsoever, and you get bonuses for transferring off of that world. For NA, these are currently Balmung, Mateus, and Faerie.
There is another server state that appears to be similar when you create characters in-game, thus the confusion. This is the temporary "Creation of New Characters Unavailable" that will dynamically be applied to various servers depending on their real-time situation. For NA, this is currently Behemoth (but there is no guarantee that this will be the same when you read this because it changes throughout the day).
So,
- "Congested" worlds are explicitly chosen by the devs and are always "Creation of New Characters Unavailable" until the next update when they choose to lift the status.
- Other worlds can temporarily and dynamically become "Creation of New Characters Unavailable" until logins drop off, thus you can create characters during lull periods like late at night. Even "Standard", "Preferred", and "New" worlds will temporarily get this status. ("Congested" worlds *always* have this status.)
Those in this thread thinking that they were able to create characters late at night were dealing with that second situation, not the first.
I wonder if Balmung and Mateus will get uncongested. It's been a while and we could really use some fresh blood here.
Extremely unlikely. Their populations are still too high compared to other worlds.
It also hasn't been that long. They were switched to Congested mid-October. Balmung had been marked Congested for a couple of years straight in the past. That's how Mateus ended up going from one of the lowest population worlds to one that rivals Balmung inr population - no one could get on Balmung so they went to Mateus instead.
For the OP: you have your wish. Typhon has been returned to Standard status. Your friend might still have trouble making a new character during peak hours but it will be possible.
For those who wanted to create new characters on the Crystal data center: Sorry. You're out of luck until the next world status update. All 8 worlds are now Congested.

Gah! Not only did Balmung and Mateus not get un-congested, the other 6 Crystal worlds also gain Congested status as well?

Yeah and the problem with “testing Data Center travel” is like I have a friend im trying to get into the game but they cant create on Zalera….so they will be unable to join the FC im in or anything until a)server status changes AND b) they pay SE $$ to server hop, because they couldnt make a character on a server to join with their friend. The sad fact is given the continuing housing stuff Im sure thats why a lot of people arent moving. They lose their house on their current server and will have to pray to RNG when they move to Dynamis to maybe get lucky and get a new one….and so naturally why would they risk that? The gil reward for transferring doesnt even cover the gil it costs for a small house let alone anything bigger.
Okay quick note, realized that you can apply for a gil refund if you have a house and want to move to Dynamis….but still doesnt sopve the issue of having to once more pray to RNG gods to win the housing lottery
Server statuses change multiple times per day. It only takes bringing up the status page on the lodestone and hitting reload every two hours or so to see changes.
Against who? There's probably more houses than players on Dynamis.
Fact is Crystal is full. People need to move to Dynamis. Now I get that everyone has their entirely valid reasons for staying. But somebody has to move.
The flight is overbooked, we have another 5 empty planes sitting on the runway now and 3 more on the way after that, so there's plenty of room for everyone, but someone is gonna have to pack up their things and move, 'cause you can't all fit in this one.
I said it in a similar thread, but: small-c congested is normal, everyday Prime Time congestion. Making a character before or after Prime Time is always possible, and if you're super impatient, you can server transfer to the server in question, it is not locked.
Big-C Congested as Balmung and all of Crystal are is not one that will go away after Prime Time, they are locked completely from new characters being created and you cannot transfer to them. You're on Balmung, you'll see the same "Balmung is categorized as a Congested World. Please see this Lodestone article for incentives for transferring to a new world" when you log in that I do because it's Big-C Congested and they want people off. The current list of Congested worlds was made after the patch and can be viewed here. Once enough people have migrated from Crystal and most of Aether on to Dynamis, they'll lift the lock in a few months, most likely.
Dynamis (with the exception of Seraph) is at the point that most available plots go without any entries each lottery period. Those who transferred to get a house already have one; what little competition there is usually is for relocation.
If you're looking to get a specific plot, that might be a problem but getting a house in general is not. You're not going to lose to RNG when you have the only entry for the house.
I'm not suggesting that you blindly transfer but take advantage of data center travel to visit and see what things are like on Dynamis for yourself.
Server status does not change each day. Only character creation status can and only on worlds that have the New, Preferred, or Standard statuses.
All Crystal worlds have the Congested status. There is no character creation on or transfers to Crystal worlds until they are changed from Congested to Stanfard.
I'm still wondering if it's a coincidence that they were all changed to Congested just before Dynamis had reached 90 days open or if SE timed it that way intentionally.

They're really desperate to fill up Dynamis, since it's looking to be a bit of a failure.
It isn't a failure. It's miles better than Materia is in its current state and you can still get content done. If you're expecting insta queues then yeah, you'll think it's dead. Us that actually play on it are doing fine though, thanks. It's a chill DC with plenty of housing to go around and Seraph's Limsa is constantly packed.
As someone who left Jenova to go to Dynamis Seraph is probably just as packed as Jenova was and the others are filling nicely. The only problem is a lot of the accounts on dynamis are newer sprouts so you got a lot more leveling than actually 90 from looks of it.
