Remove the lockouts on raids 8 weeks after release.
8 weeks of competitive raiding, then its FFA go crazy, farm what you want.
What reason is there to keep the lockouts on raids after this time?
Anyone who seriously cared about raiding would have cleared, and shouldn't care that people are able to farm it after 8 weeks.
There is a simple solution to all this 'alt gearing'.

The real solution to alt gearing is for players to accept that players aren't intended to have BiS gear for every job and BIS gear isn't needed to clear Savage.
Having a hard time finding healers for your PF? Try setting your ilvl requirement to 610 instead of 625. If healers tend to be the last on the priority list for static loot distribution, it stands to reason that they should be able to get their job done just fine at the lower ilvl. -

The simplest solution they missed: Criterion Dungeons, since they were released 8 weeks in.
Not suggesting that they should add gear sets to it (although it would be nice), but the Sil'dhin Silvers could easily be a grind for the Lunar Envoy Augmentation items. I feel it can work if they make it a slower process, but I'm not sure how many Silvers would be sensible for 1 token of augmentation item, tho.
Currently, I don't fancy any of the items from the Criterion modes... to me, there's little incentive to run it more than once for completion track, whereas the Variant version has much more replayability value, nor just by the items, but the completion threshold needs you to run it at least 12 times to get everything. -

Getting BIS on your primary job you use for progression is reasonable. That's not the problem. The problem is the players who expect to get BiS for every job even though they never touch the job in content after leveling it. -

2nd turn = 2 tokens

Personally? I enjoy seeing my progress with rewards. If you’re a healer or tank in a static. Good luck seeing anything for 3-4 weeks.
If you PF. Good luck in general. Week 8 or 9 now? Currently I’ve won 1 accessory for p5s and 1 leg token from p7s.
Granted luck definitely plays a big roll.
