The tactic is to simply find or create the weakest link and gang-up on them with your best effort to keep them stunned long enough to weaken them or score a kill. The first team to widdle down the other side wins or gets the upper hand if the losing team manages to widdle down the winning team to topple and become the next winning team.
It's the case in both CC and FL. Do your best to bully a single person before bullying the next. The first team to manage and keep at it wins.
This is making PvP boring because it repeats and why people find it frustrating to enjoy.

If you don't want to get "focused" or "bullied" and feel like you are, then use that to your advantage and be ready with Guard/positioning to waste their time.
I personally rarely pick out this sort of target unless they are marked, and just watch enemy HP bars to get the general trend of where an opening is before capitalizing on it.
And I'm not going to pick out someones name or glamour, the reason they are attacked is because they are the most viable target... -

…….you can never balance PvP or make tactics work in your favor. If you do those things, no one will play the content. All I can see then do is to just make jobs, classes, characters fun to play and to not neglect them because majority play specific ones because of high win rates or high chance to win in tournaments. See that a lot in fighting games and it becomes very boring every time.

They can't kill experience players and of course they will pick one that they can kill.
These players wont stick to Frontline anyway
Before you start to complain, at least makes you know how to use terrain to your advantage.
Frontline is not typical WoW Thunderdome style PvP, it more like Alterac Valley where you need to use terrain to your advantage. -
