Fully reclaim Locus Amoenus, the Garlean's ancestral home.
Forge trade agreements with as many nations as possible.
Research magitek extensively, ushering in a new era of modern style comforts and excitement.

Sell magitek, and become an economic superpower. The enemies of Garlemald will be made to service the nation economically, and thus will be more useful alive than dead. And then, when they become dependent on the comforts offered, THEN you can start driving them into the ground.
A man once said "The best way to defeat an enemy is to turn him into a friend". I disagree: the best way to defeat an enemy is to make him reliant on you.
The empire is all but dead though now, so I'm expecting Garlemald to return to some form of republic eventually, which is probably best for everyone, the Garlean people and the rest of the world in general.
Conquer Eorzea. I've wanted to do it ever since it wasn't an option with Gaius.
We'd just walk right back through the Praetorium (shoulder to shoulder) and march all the way to Limsa -- leaving nothing but ash and bone in our wake.

Both of these for the most part are what I suspect what'll happen to Garlemad in the game, too. Power will be given back to the people where the remaining provinces of Garlemad all vote in a representative to act as said province's respective leaders and collective voice as a counselor member of the newly reformed Garlean Republic. Where they spread their extensive knowledge of Garlean technology across the Source, thus ensuring the Garleans will always have a place in the world, no matter what and as a way to rebuild their destroyed nation and seek forgiveness with other nations they had conquered or tried to by giving them some much needed tech that could enrich their lives without stripping them of their liberty and freedoms.
Isn’t Ascians taking advantage of Garlean revanchism what led to their eventual downfall, the deaths of thousands, and everyone hating their guts? By that logic then we should also kick the non-elezen out of Eorzea and the Lominsans out of Vylbrand.
The next Garlean leader should recall the legions, rebuild the capital, and attempt to scrape what little goodwill they can from the previously oppressed, considering they themselves are being occupied by a foreign power at the moment and aren’t exactly in a position to do much of anything else.
I'd restore the capital, keep the tower, and hire/promote Cid to my lead scientist. Have him build a better starship than the Sharlayans. Lay claim to the Sea of Stars, and obtain the resources of the dead planets.
Instead of trying to conquest the rest of Etheirys, I'd just go for broke with the galaxy(ies).
They've still got that tank full of Emet-Selch clones, right? ^_^

Good question! Firstly, I would form my inner circle or privy council to get all the advice that I need, and rebuild and unite the legions into a single army to protect the boarders of Garlemald. And with the assistance of the Eorzean Alliance I would rebuild the capital city of Garlemald. In doing so I would earn the trust of the people, the nobles, the army, and members of the royal family. Also readjust and reform the law for the safety & betterment of the Garlean people, be they pure blooded or not, and to also combat corruption and zealotry in the Empire.
And instead of conquest, much like what Theodric said, I would establish trade routes to exchange goods with other nations. :)

^This. I'd like to see it remain an empire, albeit perhaps one with an elective head of state, like Archades. Instead of bothering on conquering the city-states, focus on growing its wealth while keeping a strong military presence to remind its own former conquerors (including the Corvosi) of what will happen to them should they try anything funny again. I'd also make sure imperial citizens were educated as to the true history of the world, and its lost legacy, i.e. Amaurot.

Suddenly the past plights of the Beast Tribes make more sense...
I'd invest into Aetheryte production and make sure, that they outperform regular ones in every regard with the help of allagan technology. Then, as a sign of friendship, id hand out every Town and every Village of every Alliance partner said Aetherytes and make sure, Rowena loses her main source of income and make old Aethertytes rendered useless, calling every single one back to garlemald for improvement.
Then, id secretly build multiple Agrius type Flagships i, as well as dig up Valens research Data, under the disguise of using said Data for Aetheryte improvement.
Once everything would be set up, i turn off all Aetherytes and start marching with everything i have towards Ala Mhigo, Dalmasca and Doma.
problem with that is that you could never pull it off, even in times of peace pretty much every nation will spy on their "friends". than theirs also the fact that garlemald at this point is practically a barren wasteland without a leadership, any kind of leadership that will form there for the time being will be "close" to the allied nations by default because without them pulling the strings garlemald will just collapse on itself, let alone hold out long enough for you to build multiple airships of a class even close to the agrius.
People really need to learn to use what they actually do have. which is to say technology, which while not all that great in war (it IS great for war but the other nations can throw around magical nukes so theres that) is awesome to become an economic power house. sell technology, group up with your new "friends" from the other nations to get fresh ideas to refine your own technology even further, share enough to rake in cash and goodwill and keep enough to yourself so you will still be superior in that regard.
If you want to rule the world, do it through money, not fear.
The marks of a good King, or Emperor in this case, requires one single act of cruelty, to fester his position. If you dont do it, no matter how good your intentions or deeds are, your own subjects will never take you seriously for any word you say, simply for being spineless. Act on Cruelty too much, and all you become is a Tyrant.
And i tjink ive set reasonable Goals for myself if i dare say so.
you know what happens the second the alliead nations start to have the slightest doubt about your intentions ? you get xenoglossied into oblivion. the garlean empire simply does not have the recources to do what you plan on doing and won't have it in the foreseeable future. look at what china is doing, they are actively taking over the world and its not with guns but with economics.
If Garlemald is in a state to reassign themselves a new Emperor again, then it also has the power to go to War once more.
And if such a War as i declared, would be announced on a personal level between nations, and not as a world conquest, i hardly doubt Gridania, Limsa and Uldah for example, would muster all they have just for another Countries personal issues, maybe a battallion or two, but everything they have? Nay.

I think if I had to choose between the relationship the US and Japan have right now, and the relationship the US and the Saudi's have... I'd choose the one the US and Japan have any-day.

The next Garlean leader should focus on building relationships around the world, and setting up a trade empire.
They should NOT go after conquering the people of Locus Amoenus. You have only to look at the Middle East to that a people reclaiming a homeland they left ages ago only sets up an endless conflict with the people now living there - regardless of who's claim is more "legit", the troubles will never end.
Better to become an ally to the world, and then some of your people will just naturally end up living there over the centuries.
Better to go from being the Vikings to being known for IKEA and ABBA, than building up a new plan of conquest.
Magitek is basically technology. And unless 'SE wipes it out', in a few decades even the most remote corners of Eorzia should look like modern day New York City. Especially with the Empire fallen - there's no longer someone preventing it from getting out. Anyone with 'brains' in Garlemald right now should be just starting to see the potential of setting up shop all over the world.
They were driven out of Locus Amoneus 500 years ago. Assuming most people involved are Hyurs, those were the actions of their great-great-great-great-great-great-great-great-great-grandparents. Maybe a few more greats.
Locus Amoneus is gone. It's not even Locus Amoneus anymore, it's Corvus.
While a decent chunk of Garlean citizens ought to be welcome as immigrants, they don't have the moral right to conquer it anymore.
I would take every garlean to moon space ship and leave the star behind and find a new world.
Rebuild and start to export the more civilian-focused Magitek stuff. If you know cant take over the world with military might, might as well take over the world economically.
