Forge trade agreements with as many nations as possible.
Research magitek extensively, ushering in a new era of modern style comforts and excitement.




Based on the heaters, modern looking cars and roads, and similar we see in the ruins of Garlemald, safe to say they already had these things.
Im actually kinda curious about this place.
The Garleans call it their ancestral home, but G'rahas comments indicate his poeple have been there for just as long if not longer.

^This. I'd like to see it remain an empire, albeit perhaps one with an elective head of state, like Archades. Instead of bothering on conquering the city-states, focus on growing its wealth while keeping a strong military presence to remind its own former conquerors (including the Corvosi) of what will happen to them should they try anything funny again. I'd also make sure imperial citizens were educated as to the true history of the world, and its lost legacy, i.e. Amaurot.

Sell magitek, and become an economic superpower. The enemies of Garlemald will be made to service the nation economically, and thus will be more useful alive than dead. And then, when they become dependent on the comforts offered, THEN you can start driving them into the ground.
A man once said "The best way to defeat an enemy is to turn him into a friend". I disagree: the best way to defeat an enemy is to make him reliant on you.

I think if I had to choose between the relationship the US and Japan have right now, and the relationship the US and the Saudi's have... I'd choose the one the US and Japan have any-day.
A friend is vastly better to have over being a dealer to a junkie.
The next Garlean leader should focus on building relationships around the world, and setting up a trade empire.
They should NOT go after conquering the people of Locus Amoenus. You have only to look at the Middle East to that a people reclaiming a homeland they left ages ago only sets up an endless conflict with the people now living there - regardless of who's claim is more "legit", the troubles will never end.
Better to become an ally to the world, and then some of your people will just naturally end up living there over the centuries.
Better to go from being the Vikings to being known for IKEA and ABBA, than building up a new plan of conquest.
Magitek is basically technology. And unless 'SE wipes it out', in a few decades even the most remote corners of Eorzia should look like modern day New York City. Especially with the Empire fallen - there's no longer someone preventing it from getting out. Anyone with 'brains' in Garlemald right now should be just starting to see the potential of setting up shop all over the world.

The empire is all but dead though now, so I'm expecting Garlemald to return to some form of republic eventually, which is probably best for everyone, the Garlean people and the rest of the world in general.
