Same reason we can't fly in cities. They're not designed with flying in mind. And considering how salty people get over the content lost to redesign the ARR field maps for flying, I wouldn't hold your breath over it.

I mean you go to your house, where else do you need to go that you require flying for?
if you really want to know it's because the Housing Areas are not actually connected to any other map. so if you flew up high enough in all of them you'd be able to see the edge of the map. the max height limit on houses prevent you from seeing those edges.
They most likely won't add flying to housing. Sorry to break it to you. Like others have said, the issue is in how the housing districts were designed and they'd have to rip them apart and change it to fix them. This has the potential to mess up people's existing houses for example and if that happens....i would rather not have my house messed up ahahaha.
The only way I could see them doing it is if they add it specifically for Ishgard and test it there for use in future housing districts, but it also runs the risk of pissing off players in the other districts who don't have flying too.
It's kind of a rock and hard place situation.
Just an fyi: You can get on the new housing skin roof with just furniture if you play around with it.
Since a negative consequence of flying in mmos is that you see way less people than when everybody is crossing paths with each other on the ground, this would also go against SE idea of "we are keeping residential areas as the main housing system so that you can feel you have neighbours".
The only reason is that they weren't designed for it. They don't have the collision settings for it.
When they redid all of the ARR zones to allow for flying, they basically had to rebuild them in the form of invisible walls to prevent the player from just flying straight through apparently solid objects, and to demarcate the perimeter of the map while in the air. It also involved redoing many visible structures in the distance so that they still looked right from different angles, particularly from above.
They could technically do this for the housing zones, it is after all just four (soon to be five) zones that they'd need to do this for. But it's still additional effort, and retracing old content (that they don't like to do if they don't have to) for very little gain.
Bringing flying to ARR zones adds something to the gameplay content, it allows you to traverse areas to reach your destination quicker and easier.
Adding flying to housing zones would simply be vanity.

That's cause people who buy their houses either stop playing or never goes to their house aside of every 45 day.
Also there is little to no incentive to be in your ward. I spend 99.9% of my in-game time when im not in a duty at my house or FC house but we're a rare kind.
Can we get flying houses so I don't have to buy a plot?
We don't need flying in the wards. The zones are so small it would be like bouncing from wall to wall in a walk-in closet. The Aethernet shards already give us quick access to other parts of the wards if needed, unlike the larger open world zones that lack an Aethernet.
Some ARR zones do have annoying enough designs that it's helpful, though. Any time I have to revisit the Burning Wall in Thanalan, I'm glad I don't have to do it on foot anymore.
Main cities like Uldah-Limsa needs to be reworked and expanded, people should be able for example in Limsa to swim and in Uldah more open spots and less loading screens, obviously with the inclusion of being able to use mounts. I mean what's the point of having 200 mounts if you can't use them?.
it's worse in Gridania where it's split between two areas and a 'mysterious' third area that has been blocked off since 2.0 which has some low poly buildings still in there with even the original north shroud exit all still there which these guys in the spoiler below showcase what i'm talking about.

i've been waiting since 2013 for them to open these blocked area off since I just assumed they were going to add them in later and yes... im still waiting.
