BRD has always had procs—before the Stormblood rework, it was only Bloodletter/Rain of Death resets at a rate of 50% per critical DoT tick after one gained the River of Blood trait. Small, but it was still there. Honestly, the added procs of Pitch Perfect and Refulgent Arrow in SB made the job more interesting. Especially since they took away a lot of its oGCDs (e.g., Blunt Arrow, [damage-dealing] Repelling Shot, Flaming Arrow) and its buff rotation. It’s fine if it’s not your taste—but perhaps you should try something that is more of your taste rather than ask for the job to basically be dumbed down even more than it has been in Shadowbringers. Perhaps you should look at MCH—they don’t have RNG or random procs, and I’ve heard that the ShB reworks is actually very good. It’s a physical ranged, like BRD, so perhaps it will be more your style than something like DRG.
Honestly, I think BRD’s RNG may be more apparent with its 40% fixed Repertoire now—and with the fact that sub-60 drops it down to 20% (like, why. Just why. I still don’t understand the reasoning behind that). Since there is no longer any way to manipulate it and increase its generation rate like there was in Stormblood. However, that was the developer’s solution to fix the job’s power creep—something that did need to be addressed last expansion.
