Laptops - especially gaming laptops - are designed for those higher temperatures. Less voltages, quicker throttling and mobile parts are engineered for a reason. Also, the temperature threshold for CPU are often 100°C and above and then the lifespan of the part is long enough to survive for several years even when lowered. Disks like it when it's warmer actually.
I ran the original version of the game on a GTX670. Granted, it was 1080p, but I had stable 60 fps. That was 2012 hardware. I am sure any "normal" mobile GPU can handle this game on a satisfying level on a budget system.
