It ultimately comes down to his stats and whether he's able to fit the entirety of the rotation into around 63 steps and achieve HQ from all NQ mats. If he's able to do that with minimum/low stats, then, yeah, he's being far more efficient than if he were to do it using Initial Preparation of Muscle Memory. Not that I'm a fan of it.
Maker's Mark was totally fine. The 35 durab stuff aren't too difficult.
These new 3* items are a lot easier.

Well i find the 3 star much easier than the "hard" 2 star personally.
I managed quite a few HQ without any or very little HQ mats, whereas I would have not attempted such a thing with the hard2stars recipies without mama rotation
Maker's Mark isn't dead for me I'm afraid, as I haven't found an alternative to it for Ala Mhigan gear/materials. I also still find it useful on crafting 3-star 70 Dura gear, but I would like to find an alternative for that at least, it's just the rotations I have seen require more CP than I have (462) and I use Warrior Stew instead of CP food.
Also I still consider Ala Mhigan gear more difficult to craft than the new 3-star gear/materials just based on the difficulty/quality requirements mentioned above along with the steps required.

You'll probably need to adjust your food. A stack of HQ Tempura Platter comes in very handy for SB crafting.

I still use MaMa for Ala Mhigan gear still as well. I could use a two button macro for it, but the starting quality requirements are high enough I would have to HQ the threads/snailoil, and instead I NQ all of those. So a Mama rotation with more quality actually saves time.
As Liam mentioned there are a number of rotations which you could probably fit in with 462 CP. The ones he posted all look great. You can use any of my rotations if you use HQ food to make up for the CP you are missing (plus or minus a potion for any missing stats).
