Could be you made a mistake?
It's possible, but I'm pretty sure the character wasn't even created until after we had to update billing options.
this happenned to me too! i want a refund i got charged for crysta for the wrong char!! i clearly reactivated Xai a month ago not Elia -.-
About to contact support through live chat, will post what happens.
i have gone into email support, live chat support, and even phone support and they say they cant do anything about it x.x
Here's the conversation I had. He disconnected before I had a chance to say anything else.
Edit: If they don't fix it, I'm going to declare any charges from click-n-buy as unauthorized, as I did not authorize them to activate that character.

I will escalate this issue to see if there is a problem, but at this time you will either need to wait or reactivate the character yourself (As you stated there will be a fee associated with such a reactivation.
You: What I am trying to do is get a refund on the character fee. I have no intentions of ever playing that character.
Agent Paul Y: There is no refund.
You: The character that was automatically activated is not the character I chose to activate.
Agent Paul Y: As stated we will investigate to see if such an event happened. But at this time no such "automatic reactivation" has been reported

You: I selected character "A" as the one I wanted to pay for when billing was to start. Instead of character "A" being active this morning, character "B" was active instead. They have the EXACT same name, but on different worlds.

(No one has reported automatic reactivation as all accounts were automatically DEACTIVATED) However we will investigate your account in case a mistake was made. That's the first Live chat support that I saw that leaves before waiting for you to leave... lol wow

If this was a problem with SE's system, then every time you logged on one character it would actually log you on to the other. There is a unique identifier on the servers for each character, so when you activate (lets take me for example) Delsus Lionheart, it doesnt see Delsus Lionheart (Mysidia) it sees something like 1568AEFD that hex number would be my character.
So if your characters were somehow reversed on the servers you would know when you logged on because the systems are the same.
This was 100% your mistake because of how accounts always work with this, you activated the wrong character and refuse to admit it.
Im sure SE is gonna have all sorts of fun today with billing inquires.
as for this specific issue, it may be possible to have accidently clicked the wrong one yourself, and this is a strong arguement as to why you DO NOT want to name your different server characters the same name.
out of curiosity, i wonder if you delete the current character thats active if it will let you log onto the other one since that will be your 1 character active technicaly(dont do this before consulting with SE on wether or not itl work)
Unless their site is coded really dumb way where only information stored is the character name instead of the unique ID and when you check the check box and press send it sends a query to match the account name and character name to get the unique ID and it pulls whichever one it pops up first on the query result.
I hope to god this isn't how their code works lol but as a website programmer I know some stupid people would code this way.
I added that character to XIVPADS to see when it was created. It was created on December 9th. I believe that was after we were forced to update billing information.
And I never said I didn't make a mistake. Its totally possible I did. But i'm very confident that that character was created after the forced billing update. I created it specifically to compare populations on my server with another, and we couldn't do that until after 1.20.
I truly do hope this gets resolved for you.
I don't know if deleting the unused character will give you a chance to recover.
Billing issues completely kill a game for me... RIP FF11.
I wouldnt expect it, but if it is true then thier website programmers/server admins and programmers need to be shot at dawn lol.
But as I say I wouldnt expect it at all.
Convirting to a unique hex number is how it should be done (and I think industry standard but I could be wrong) its how I would do it any day, more work to code but less problems occur, to keep happy customers.
Now I'm wondering if I actually made a mistake or not. I could have sworn I picked the right character... but who knows. Hopefully this gets sorted out for us. I still find it incredibly ridiculous that they can't just take 2 or 3 mins to activate one and deactivate the other. Is there some sort of potential for abuse I'm not seeing here by doing that or is the billing system really just that uncontrollable that they have no way to do something that seems so simple?

There is the potential for abuse, because they could have people switching characters all the time to use more than 1 character, it can be alleviated by saying its only possible to swap an account x days after activation or only 1 swap is allowed per account (for the life of your account) but this will cause problems if people make the same mistake more than once.
I would imagine if alot of people are having the same problem it will have been or will be elevated to rule out server or website problems, then they will be checking the audits from thier records and if there is a problem it will be posted on the lodestone and if you were affected they could offer a one time character swap for people affected, and fix the problem.
SE are entitled if there is no server/website problems to say "it was your mistake, deal with it". When someone contacts SE about it again, it would do no harm to ask if the rep could elevate it or file a bug report to see if there are any problems, it will only be good for them to have a rep to say there are no server problems and thier records say the wrong character was selected.
You never know they could give a good will gesture of a one time character swap if enough people contact them which would also be good for thier image.

Darn I got the dodgy CS Rep too, and here I was trying to see if TV's suggestion about deleting would work. Though maybe this is a good sign, seems like something is going on. Dude was in a hurry to get away seemed like he just copy/pasted this real quick (was done in like 10 seconds) and took off lol I see no point in calling though if what he says is true since it'll probably be the same for them not to mention I just don't have the time to be hanging around on the phone on hold.

SE are well known for having bad customer service, I had to deal with some pretty crappy incidents during my time in 11.

Seriously tho SE come on! uve had problems with ur payment methods/prices, and even games since like 2001. Even world of warcraft and Dark Age of Camelot had better and easier systems than what ur working with and that's why i loved DAoC so much! It rocked and it came out before FF11 >.> I MEAN COME ON shape up or ship out! seriously in FF11 i remembered hearing soooo much of blame SE or SE fails... And now even after everything you learned for 8 years you still screwed up wow guys.... srsly guis srsly o.o.
You need to start improving SE.

It could be that, which would completly rule out a problem with how each character is identified, because when that hex number is sent it will have a checksum on the end, if the checksum is wrong when it gets recieved it will ask for a retransmission because the data is corrupt.
