Cannot give this enough support. Wasting so many slots on bait and lures right now.

Or to come at the problem from another side, stop adding new types of bait(and probably strip out a few since we already have so many). Smaller fish everywhere would be perfectly fine with little worms. Also, focus more heavily on the concept of isolating a desired catch at a given hole with a specific bait.
Oh god, yes please! The first two tabs of my inventory are nothing but bait and lures. :/
Ding, ding, ding. Solution right here. There are too many varieties... of just about everything in this game. Remember when we had 5 grades of every type of glamour prism (and even now we still have a prism type for each crafting job for some reason)? That's the general approach SE takes to consumables in this game. 3 or 4 different lures, usable from level 1. Freshwater bait, ocean bait, again usable from level 1 to 100. We shouldn't need more than that.
In fact, lures should work exactly like spear gigs do. Let's say there's a lure for each type of fishing (ocean, fresh water, lava, cloud, etc). As you learn them your lure box grows, and you can select them the same way you do gigs. no need for it to even be a consumable and no need for inventory.
I've just recently started taking fishing seriously and I noticed how I suddenly have huge inventory problems because of this, something definitely needs to be done and this sounds like a good way to fix it.
I don't have a link, so take this with a grain of salt. But I'm pretty sure they finally answered this a while back with a firm no.
But I would definitely love it, and have been asking for it for years.

And while they are at it, also add a gardening bag to hold seeds.
They have already said they can't do it due to bag space limirations with the servers. Limecat is right on the solution, prune the baits, allow higher level to be used on lower level and look at mechanics. Allowing level 70 bait to fish all lower fish would solve the bait issue outright.
And even after simplifying glamour, they still left the other prisms as craftable items for some reason rather than just changing all references to them to point at something else...
And a side-gripe, but on a similar subject is the way items from gathering work. I know why new tiers exist (so gatherers have new things to get), but it leads to really wonky stuff like pine... pretty much anything... being superior to Oak or Yew. Really wish there were a way to revisit that sort of thing. :-(
I'd be OK with a bait rework. Maybe once you hit certain levels you can get baits that are like
"lvl 30 worm" and "lvl 30 lure" that work for all fish from 1-30. Then like..lvl 50, that do from lvl 31-50 fish. And lvl 70, would do from 51-70.
Obviously just a small idea but would be something to ease the items lol
I'd prefer if they made it like the Gig for Spearfishing. Just 3 lure types, one that works with fish in the deepest parts, one for normal fish, one for fish near the surface. Though, this is just me saying this because I vastly prefer spearfishing over regular fishing (it's more fun and vastly simplified).
To be fair, there's much more number of fishes with bait than gig can catch at most, if not all fishing spot. I think we probably need a middle ground between the number of tackles and gigs to allow some form of filtering. Maybe what Taru recommended? A combination of hole type + level range might be the sweet spot.
For unlocking fishing holes, you only need the highest level bait.
Catching specific fish is different, it's mechanics. Some fish are predators only moochable with lower level fish native to their habitat, that's why lower level bait is used for level sync-ing so you don't get 20x 'the fish get away..'
Unfortunately they've already said no to this. Too bad, a tackle box would be very nice to have. Right now I just keep 1 stack of each current level bait, a couple lures and just buy whatever else I need as I go along. One more level and I'm capped again so then it will just be buying bait as i need it. There is really no need to keep more than a couple stacks of bait on hand when it's so easy to grab more.
I had a compromise idea since they don't seem to want to give us one. I was thinking a house furnishing item that can store baits.
They need to fix the "server limitation" excuse nonsense before doing any future content but that's just my opinion. Only AAA MMORPG that uses it(WoW I can see due to it being 12years old)
I agree with you OP. If they dont want to introduce a tackle box then please either:
- use the same kind of mechanic for normal fishing that you use for spearfishing. I was so happy to see that the different kind of spears are a skill and not something that will take away space too. Buying a bait is really not that hard so losing the baits for another skill that would give us the baits would not be that game changing. You would still have weather and RNG left. (Which are the hardest points in fishing anyway)
- or let us fish with the highest ones in all the lower waters. You would still need a handful of them but its not that worse like its right now.
They use the baits for the level requirement.
In the sense that you need a bait with a higher level than the fish with the lowest level in the fishing spot have.
Another way to solve it if the devs use the angle rod for the level requirement, that you can't catch a fish that have a higher level than the rod
or rework the class entirely and make "bait" gathering abilities instead of items. the number of different types of bait can only increase over time. which means more item bloat to hinder the games performance.
Remember how fast they came out with 2.0? They had to make many design compromises in order to migrate our characters and other data. Thus, there is a lot of 1.0 code still in the game. It was never designed to do what they are doing now and they are trying their best to retrofit the code on the fly without stopping everything or having to reboot again. It's like changing out the fuel pump on a running engine without shutting it down. I'd love to see things get fixed faster but if they push too hard, too fast, there is a good chance that something will go boom and the players will flip a table over it. They know we want stuff and they are trying, but adding inventory space is not an option.
Keep posting ideas other than adding inventory on how to fix things, that will help more than anything else.
Really, we could even do the gig-head thing to live bait as well as lures. You can figure they see bait as a gil sink, but how many stacks of a given bait is a player likely to go through? Find a reasonable number there, and set the price accordingly. Say, the cost of 10 stacks of the current consumable stuff; the prices would still be reasonably low for new players (i.e. 1k for "pail of lugworms"), but up around 60k+ for later baits. Hell, it might end up being an even better gil sink that way because you'd have players that would have never seriously fished but will see little reason not to shell out the gil for a permanent unlock just in case(or for "collect everything" reasons like the mounts/minions they never use).
If we can't have a tackle box, I do like the idea of high-level bait being usable in low-level holes. It's irritating to either have to buy bait on the fly or store it just in case I MAYBE might need it someday, whenever I need to catch a low-level fish for whatever reason.
Also, the fact that Cloudfishing requires a separate kind of bait from Skyfishing is inane. Not really the issue here, since even if they used the same kind of bait you'd still expect to have to obtain higher level bait, but still pretty dumb.
