Probably no earlier than 4.1 I'd guess. I don't think they've said when, just "later."

Atleast 2 weeks minimum I'd say.
And I am sure they will not open servers earlier after the maintenance, like how they did last time when they increased the numbers of districts.
They wanted people to have plenty of time to enjoy the story instead of rushing through it just to secure a house.

Most people (me included) will be parking our characters ready to buy houses when servers opens up after the maintentance.

They said if you already own a house or an FC house you could move it but that will be later. They want to give those who dont own houses a chance first.
It's unfortunate that those of us with the gil probably won't be able to get a house or the house want and instead we'll have a bunch of scalpers buying properties looking to flip them.
I formed a new fc prior to stormblood and we have enough for a large and because of the way the market works we probably can't get one.
This is incorrect, they actually didn't specify if both FCs and personal houses would be movable, that is all, also they said they were undecided wether to give FCs first dibs on grabbing a house or everyone at once and they would continue to think about it up to release. This was at fanfest, I was there.
There is litterally nothing stopping those that already own a house from trying to grab one in shirogane, worst case scenario all they have to do is abandon thier old one if the move feature isn't implemented when the ward opens. Those who don't have a house do not get any sort of preferential treatment.
Sorry I just don't want those without housing getting thier hopes up, it's litterally going to be down to how quickly you log in and luck.
I don't recall that ever being said, I actually recall that it will be available at the moment that the new area is available. For FC at least.

As for the feature itself, the steps in which the players need to take is pretty simple. When accessing the sign board of the plot to purchase, players will be presented with an option to move, so they will just need to select that option. You will then be required to purchase the land.
When moving, all the existing outdoor and indoor furnishings will be stored into a new storage space of the newly purchased house. It would be possible to retain the original housing layout; however, when moving to a different sized plot would cause the placement to be different. Therefore, we decided to take this approach.
The moving feature will transfer the personal chambers, company chest, company workshop, and airship voyage status, as well as the chocobo stables.

And... i do not expect being able to actually get a house again this round :(
can you park your char by the house you want or does it have to be outside of the zone?
There are literally dozens of small houses across all wards, and a few mediums, too. With the addition of the new housing area, and with people potentially moving their current housing over, I don't see housing becoming any sort of issue.
That's not even counting the apartments, which are mostly empty, I'm sure.
