Because Microsoft refuse to allow cross platform servers and yoshi-p refuse to separate the player base.
Nothing to do with Sony. It's all down to Xbox/Micro$$$oft team.
Microsoft refuses to meet the requirements Yoshi has set for the game because it would splinter the community.
I believe it was because Microsoft doesnt understand the point of cross servers and wantes their own xbox only servers? Might need to research that, but that is always the reason i see when i look.
Yoshida said many times that he would love to see Xbox join the FFXIV reboot, but Microsoft does not want the Xbox players to play with PS and PC players.
Xbox already allow cross plataform play:

The problem is with Sony hands now, I think they don't want cross-play with Xbox because they can lose some console exclusivity like FFXIV.
I thought Microsoft demanded XBox-only servers to exist before they'd let FF14 on their platform (in addition to the cross-platform worlds), and SE doesn't agree with that.
"Microsoft actually approached the Final Fantasy 14 team about the cross-platform opportunity," Yoshida told Polygon. "When our team reviewed the regulations that are associated with that, we realized that Microsoft may not have the experience or understanding of running an MMORPG as an online game genre just yet. The Final Fantasy 14 team has fed back to Microsoft that there are certain elements of its regulations that we would have to consider waived. We're waiting on Microsoft's response for that, but we are having discussions."
From a polygon article. Bur there are several all around. I think another regulation was playing online without xbox membership. Not positive though
Sorry, but no. It has been stated countless times in interviews with YoshiP that its MS not meeting SE requirements.

One of the biggest roadblocks is having XBL on equal grounds with PSN. No paid platform membership aka PS+ isn't required. SE wants Gold membership waived.
Because M$ want a separate server in their own network without any cross server ability so they can milk out the Xbox users.
Because they are special snowflakes i guess.
But yes Yoshi has had a few meetings with MS and they still want their own servers, has nothing to do with SE and Sony.
Does really spell out that M$ would want to charge Microsoft Gold to be able to go online on FF XIV, which of course would be a seriously bad deal for Xbox players and, since PS players don't need PS+ to go online for XIV it would make no sense for SE to allow such a disparity between the player base.
Those aren't quite relevant here as they seem to be referring to games which need to use Microsoft's or Sony's networks to run the games, which 14 doesn't (it only needs the PSN to check your game is valid or whatever). Sony seems understandably reluctant to allow there network to be accessible to another network.
As to 14 there seems to have been 2 big issues, one was the Xbox needing a gold membership as well to be able to play which SE does not consider acceptable.
Also MS seems to have relented on competently separate server thing but they do seem to have a policy that MS Live (or whatever it is called) could have the choice to only play with MS live players (someone linked to it in another thread).
Also people could have an active SE account but be unable to play as they don't have a current gold account.
Cross play is not the issue. XBL being required to play ffxiv is. And Microsoft will not budge on that so until that changes, no ffxiv on Xbox
I'm fine with no Xbox version of the game, that's more time they won't have to spend to make this version that they can use for more useful things, like interesting content, and I do hope the end of the ps3 will do help go this way.
Yes, Microsoft put out that they're willing to do crossplatform, but they have the caveat that Xbox players would always have the choice to play strictly with other xbox players.
Yoshi-P does not want to see the FFXIV playerbase segmented by platform, so unless Microsoft waives that xbox-only-choice for FFXIV, you aren't likely to see a release on Xbox.
Edit: thanks for the fix, stitches, I was typing in a rush at the end of my break X)

Exclusivity yada yada
We don't do third party games blah blah.
This games predecessor (FFXI) was very much accessible to Xbox users but 14 comes up and there is no deals to be made.
From various articles it seems Sony is eager to introduce this to MS but the executive team is saying nay.
Between no cross platform servers, refusing to halt charging for online service (Yoshi doesn't want his players to be paying 2 subs for 1 game) and demanding direct control of the content... it's pretty self explanatory.
I can't help but wonder if Microsoft's experience with FFXI (which broke a number of ironclad Xbox Live rules, such as not requiring an Xbox Live subscription) is why they won't bend for FFXIV. Maybe that deal didn't work out how they wanted, and they decided it wouldn't be worth it this time around.
Microsoft was desperate to market the Xbox in Japan so having XI on it would at least allow it to compete with the PS2.
Of which, it still failed for the most part to do.
They've learned their lesson I guess.
They also funded Mistwalker Corporation for the same reason and then killed it. Which is sad, Lost Odyssey was such a good game.
I remember the whole issue with Namco and getting Tales of Vesperia exclusive for 360, i mean PS3 eventually got a better version but its not left Japan due to M$ still seemingly retaining rights to it in the west(?)
When the better ps3 version arrived a year later, a lot of Japanese fans who specifically bought a 360 for Vesperia, showed videos and screenshots of them smashing the 360 to bits and snapping the game discs in protest / anger / frustration. .___.
Microsoft: "We do not wish for our paying players to get utterly wrecked by the PCMR and PS4 players."
That's Microsoft's opinion. They believe their own playerbase needs to be coddled and isn't capable of competing with PS4 or PC players in any shape or form.
I don't know where the idea of it being cross server that is a problem, as Microsoft clearly allows for that. It's the double payment that is the issue. SE wants them to allow XIV to be played on Silver account, while Microsoft doesn't want that to happen after XI.
That is not the case and there are multiple posts explaining why it's not. Shall I try to dig up the video of Yoshi and his translator saying MS, the balls in your court? ( not the exact words, but you get my meaning )

And this: "and Xbox Live players will always have the option of choosing to play only with other Xbox Live players."

Well, that's a self evident falsehood on the part of Microsoft. PS4 was playing Rocket league with PC players long before Microsoft thought up their latest smoke and mirrors scheme to try to make themselves look like some kind of savior or champion of gamers interests...
Let's look at the evidence shall we?
PS2 could play FFXI (and a couple of other games IIRC) cross platform - even with Xbox players in the days before Microsoft cut access for Xbox outside of XBL that is. The 'champion' of open, cross platform play imposed a restriction on their own customers designed to milk tem for more money. Sony was good with cross platform play in the PS2 days - during the infancy of online gaming.
PS3 could play FFXIV (I believe that were a small number of other games with cross platform ability too) with PC and MAC players - seems like cross platform play was A-OK for Sony then. Could Xbox One? Nope.
PS4 can play many games with PC and MAC players, FFXIV, Rocket league ad others I am certain. Could Xbox One? Nope until MS apparently saw the light...
Except Microsoft embraced openness and cross platform play in such a way that it would require Sony to open PSN to external networks. Given that PSN itself was completely breached - rather famously - a few years back, and the more recent hacking of Sony Pictures, Sony is understandably reluctant to open their network to anything. However, when asked about it, Sony points out that they already support cross platform play with multiple platforms and point out that developers are more than welcome to do it if they wish.
So, if MS is so interested in cross platform play with PS4, why do they impose requirements to interconnect Xbox Live with PSN to make it happen, when clearly that is not required? Couldn't Microsoft have similarly said that developers were welcome to implement cross platform play if hey want? Although had they done that it would mean that Xbox would be able to play online without Xbox Live, which Microsoft will not allow, after all, it would mean Xbox players online in MMO games without paying anything to Microsoft, and that we just cannot allow...
Basically, this is more of the same Embrace, extend, extinguish strategy that Microsoft is well known for in the business world.
They 'Embrace' openness very publicly, saying they see the light and Xbox players should be able to play with everyone...
They extend that cross platform play 'offer' but include a poison pill that they know Sony cannot accept = open PSN to XBL, or no dice.
The extinguish phase comes when people who don't look past the headlines take it at face value that Sony is obstructing something that they have in fact supported since PS2.
Don't fall for the Microsoft lie. If Microsoft wanted Xbox players in Eorzea, they could have been here since day one of ARR. All MS needed to do was allow Xbox players to access game service providers outside of Xbox Live without mandating XBL Gold membership. There is no technical need for integration with PSN to make that happen, quite the opposite. In fact, it requires no real software implementation at all, other than REMOVING an artificial RESTRICTION that Microsoft themselves put in place. Far from looking out for gamer's interests, Microsoft actively works against gamer's interests by finding ways to charge more for less.
