Don't take my word for it, but I believe Skill Speed is still weighted higher than Determination for Bards because of the way DET only gives small increases to damage and we lack an auto-attack (most of the time anyway). I think due to the way Skill Speed works there's a cut-off point for how much to add, but as far as I'm aware you won't hit this because Critical Hit Rate will take up as much of your available melding slots as possible.
SS and Det Det increase Empyreal arrow barrage opener most of the time since it cannot be crited. also bloodletter and sidewinder can crit but it det does help. But you mostly want a Equal or more amount of Ss than Det cuz of DoT dmg but that just imo
Once you got you Acc capped you want to go for Crit > SkS > Det
I've tested both SkS and Det on my BRD. SkS gave me bigger numbers than Det.
We do not have a turret like MCH nor relay on auto attacks. We have DoTs, aka more reason to go for SkS.
Ok I finished my relic last night, I maxed crit and det and had 5 left for acc. Did I do this wrong? I was told they were good because I play a lot of pvp. Should I change something?
I don't do savage content or anything, but I do main Bard, and I go for as much crit as I can because I do enjoy having a large burst damage. I've had friends parse me a few times (I play on PS4) and I have pretty decent burst, and I can sustain my DPS for quite a bit if I'm focusing.
I have had friends ask bards from their static, and one said that they go for Crit > Skill Speed > Determination.
Personally, I am going to keep my Skill Speed/Determination around 600-650 (anywhere in that range is fine for me, personally), and then maximize as much crit as I can.
Again, this is just a preference, and other bards I've spoken to have said the stats they go for really boil down to their preferences most of the time. I main bard, but I don't claim to be an expert on it. ^^
For my anima, I maxed Crit and Det, and put the last five into Accuracy. While I don't raid, I keep my Accuracy at the savage raid caps.
I don't count accuracy in this because well that relies on the content you are doing and honestly don't want accuracy on the weapon.
Crit >>>>> sks > det (the difference between them in 0.168 vs 0.166)
What sks does for you is:
increase your dot damage(2 always on dots, 1 ground dot(400 potency combined ticks)) every 60 s)
reduce your cast times(at 704 or so you will be at 1.42s cast times)
reduce your empyrial arrow recast time(at 704 at 14.2 recast)
This doesn't sound like much but will add up in a fight for more empy casts.
The other thing is synergy with something like Arrow from astro's. You can go down to 1.2s cast times and 12s recast on empy. That's basically 1 additonal empy in a minute.
Skillspeed has tiers(see theorycrafters) so anything above a tier until you hit the next one won't really do much for you it seems.
I'm not a fan of DET on Bard in 3.0 since you don't have Auto-Attacks anymore.
In my Oppinion what you need with your bard in 3.4 :
687 Accuracy (With Baked Pipira Pira you'll get 705, seems to be accuracy cap for 3.4)
Then you go Crit > SS
Not only will SS will oost your DoT's but it will gve you the ability to move a lot better around the place while fighting. If my AST is giving me an Arrow card I can basically move after 0.1 second of my casts, which is pretty good if you're going in fights that requires a lot of movements.
I'm currently at 816 skills speed with a 1.39 cast time and a 2.32 recast. If you have invigorate you shouldn't go out of TP in fights, you should be about 600 tp every time you Invigorate is up, unless you've been fed with lots of Arrow cards.

Does anyone know the caps for crit and sks? or a good stopping point?
The sks has certain stops so might want to look that up. Crit is basically as much as you can get.
I've seen people with 900 SkS, they did not complain about TP.
Simply put, cap your Accuracy then go for Crit. Can't add more Crit? add SkS.
Accuracy > Crit > SkS
For my relic I did max critical and skill speed and I'm regretting it I've played with another bard who had the relic but had the Det skill speed, acc build and I'm almost positive he was out DPSing me
Is there a cap on Det Ima go look at it again but I could have sworn I put a tier V Det on a piece of armor and my determination didn't move pass 652
