Gilgamesh or Balmung are the most populated NA servers, go Gilgamesh if you want to raid or do hardcore content, go Balmung if you want to RP and stuff.
Not sure about EU (it might be Cerberus but don't quote me on that)
I think Ragnarok might be the heaviest populated EU server as like Balmung for NA, that was originally a 'Legacy' server too and even before it was physically moved to Europe, SE actually recommended EU players choose that server (to create a larger pool of players speaking a similar language on the one server). Someone else would probably be able to clarify that.
Balmung and Gilgamesh for NA,
Ragnarok and Cerberus for EU,
Shinryu and Chocobo for JP.
Since Jenova is a NA server, I assume you want to stay there, so Balmung or Gilgamesh it is.
You should know though, that instances are shared between all servers from one datacenter (aether datacenter in your case).
Balmung and Gilgamesh are on the same datacenter, so transfering will NOT change or improve your queue times in any way,
since you are already playing together with those server's players in instanced content anyway.
While not massively populated, people say Zalera has an excellent community. You may consider transferring there instead of going to an overpopulated server.
Balmung is the highest pop NA server.
Gilgamesh and Sargantas are roughly equal.
(Based solely on when they let ppl into the server. Gilgamesh and Sargantas are equally available, though when 1 is available, the other is closed, and this swaps half way into each day. Balmung is always locked off every day, always.)
If you transfer I do not believe anything is locked, however Balmung is well known as an RP server so much that its become a running joke in the community, so if you are not into RP go to Gilga or come to Sarg.
I can tell you first hand sarg usually has things going on, PF while not massively overflowing is usually populated with various things to do.
For the most part I agree, but our PF is usually full of things as well. And Ive come to liek seeing RPers around, as it makes areas feel a bit more alive than just ppl standing around waiting on duty finder.
(Areas that have no NPCs, Ill see people at tables/chairs/campfires, making them feel a bit more "alive" in a way. Sadly though, it tends to be Uldah areas 99% of the time)
The reason why queues are taking so long at the moment is that we are at the end of the patch cycle and many people are taking a break before 3.4. I'd wait until after 3.4 hits on the 26th to make a decision about transferring servers. As others have said Jenova is on the Aether data center so even if you transfer to Balmung, Gilga or Sargatanas your queue times won't change, just the number of people in the overworld. PVP queues just tend to be longer (how much depends on your GC). I'm on Sargatanas and I'm having slightly longer queue times at the moment as well (and Sargatanas is fairly empty for Sarg, it doesn't take me a minute to load into Idlyshire atm).
The biggest advantage of changing from a low population server to a high (switched from Goblin to Gilgamesh 16 months ago) is the PFs will fill faster.
A normal prime time PF list:
on Goblin has 5-7 PFs
on Gilgamesh has 25-35 PFs
As other have stated, the Duty finder for the Aether data centre performance will be the same but you will have a much easier time finding others to run stuff directly from the server population.
The MB prices on Balmung seem way way cheaper than Sargatanas[and Sarg probably less than smaller servers as well], also due to the population of many players, but that shouldnt be the only reason,
There are definately more pf entries up at any given time as well, things to consider before moving, and leaving your friends(or take them with
you)
I dont think ive ever been accosted by RP'rs they generally put status messages in their char info like "walk ups/tells welcome" but say chat is usually flooded in some areas(ul'dah)
