For 4.0 we know ps3 won't be supported. Please add rain the locations that don't have it like Western La Noscea and Dravania Forelands.

These might not be limitations, but rather intended climates, like how it only snows in coerthas
I thought they'd only spoke about considering it. It's not yet definite...
But if they do drop support for PS3, we don't know what that'll mean and likely it just means no new expansion pack. Existing players will likely be able to keep playing as they do now and as such there won't be any change to the existing game engine etc in those areas. From memory it was only recently that they stopped PS2 players from playing FF XI, even though they stopped creating expansions for it long before.

This isn't a PS3 limitation. The devs can easily change the weather effects in any location, but as someone said, certain locations have specific weather patterns related to the lore.
While we are at it could we reduce the amount of rain in Eastern Thanalan? That has to be the most wet desert I have ever heard of. Camp Drybone is not an appropriate name as it currently stands.
On a more serious note, I would like to see weather events have more of an effect on gameplay. Other than a few specific events(tension=Odin) weather is just a purely cosmetic thing. It could make things a little more dynamic in this very static world.
There is no official word on discontinuing PS3. The closest we have is that they mentioned years ago that 4.0 was the earliest they would possibly consider doing so. Whether they actually do discontinue it will very likely depend on how many players (particularly Japanese players) still use PS3 to play this game.
And, as has been said, the existence of no rain in these areas has NOTHING to do with "PS3 limitations". Those kinds of weather just don't feature in those areas.
Speaking as a fisher, I'd be fine with a greater element of randomness added to the weather. Weather changes every eight hours on the dot - so silly!
I know they mentioned possibly dropping PS3 support, but that was back when 3.0 released (or around there). My guess is they would first see how many still play on PS3 then make a decision on if they want to alienate players still using the PS3.
It was when they were still in the early planning stages of working on 3.0 and well before it released. And their actual statement amounted to simply stating that they could only discuss as far as 3.0 and couldn't yet make any promises about what would or wouldn't be supported thereafter because they didn't yet know. (It was really just a statement that they couldn't tell people what hadn't yet been planned and since they weren't yet planning a 4.0 expansion they couldn't answer any questions about it.)
The players who tried to spin their refusal to discuss what didn't exist into sounding like they were going to drop support were being pretty ridiculous. It could just as well have been spun to suggest the game as a whole would stop being supported on any platform, since they didn't make any promises about that either.
I'd like the rain and 'wet' effects to be improved. Characters really don't look wet in the rain, though their clothes do.It's funny, the sheen on character skin in the rain looks about like I think it should look when 'dry', it needs to be more markedly wet when immersed or in the rain.
