For 4.0 we know ps3 won't be supported. Please add rain the locations that don't have it like Western La Noscea and Dravania Forelands.

These might not be limitations, but rather intended climates, like how it only snows in coerthas
I thought they'd only spoke about considering it. It's not yet definite...
But if they do drop support for PS3, we don't know what that'll mean and likely it just means no new expansion pack. Existing players will likely be able to keep playing as they do now and as such there won't be any change to the existing game engine etc in those areas. From memory it was only recently that they stopped PS2 players from playing FF XI, even though they stopped creating expansions for it long before.

This isn't a PS3 limitation. The devs can easily change the weather effects in any location, but as someone said, certain locations have specific weather patterns related to the lore.
While we are at it could we reduce the amount of rain in Eastern Thanalan? That has to be the most wet desert I have ever heard of. Camp Drybone is not an appropriate name as it currently stands.
On a more serious note, I would like to see weather events have more of an effect on gameplay. Other than a few specific events(tension=Odin) weather is just a purely cosmetic thing. It could make things a little more dynamic in this very static world.
It affects just about every fisher in every zone.

There is no official word on discontinuing PS3. The closest we have is that they mentioned years ago that 4.0 was the earliest they would possibly consider doing so. Whether they actually do discontinue it will very likely depend on how many players (particularly Japanese players) still use PS3 to play this game.
And, as has been said, the existence of no rain in these areas has NOTHING to do with "PS3 limitations". Those kinds of weather just don't feature in those areas.
Speaking as a fisher, I'd be fine with a greater element of randomness added to the weather. Weather changes every eight hours on the dot - so silly!
