I think we can safely chalk this one up to 'gameplay and story segregation' - technically it's armour that only the player (or someone else with the Echo) could safely wear (after all, there is 'beastmen' forged items which is technically armour but due to size/shape/materials/weight Spoken simply cannot equip it. It could be the same here that the Primal armour is really only safe for an Echo user to wear (i.e. the Warrior of Light).
Or else Rowena is secretly tempered herself and is selling Primal gear to lure in new followers to her 'god'. ;)
definitely rowena certainly is just out to make a coin. Honestly have no idea how a primal can "bless" something that doesnt give inert resistance to their element but ok.

Pretty sure that applies to the Lore gear and not the crafted Eikon gear.
Given that the only people using crafted gear have the Echo, it probably isn't a concern regardless as far as crafted gear goes either.

When you think about it, being Ul'dahn her god really is the 'god of money' - one of Nald'thal's aspects (specifically, his 'Nald' aspect) is the 'god of transactions and commerce' - literally 'money and ways to make and spend money'. It really rings true with Rowena and her business savvy in the Allagan collectables and adventurer equipment trade. ;)
