Probably not enough raids / 24-man raids would take forever. I don't know if any other raids would be wise to include since expert roulette / trial roulette are the hardest roulettes and they're comparatively not hard at all.
CT, ST, WoD, Void Ark should be enough.
there're people who can't clear Coil 1 and Alex normal so just exclude them.
I'd very much like to see a 24 player Raid Roulette, but my concern would be how bad the people leaving situation would be if people got WoD instead of the others, as that is easily the hardest to get a decent group to clear simply due to people not caring/understanding mechanics. People already leave runs if they get a dungeon they don't like in the roulette, and that's with just relying on 3 other players, rather than 23 other players.....
I could absolutely see a 24 player raid roulette being implemented once the Void Ark series is done, but what I can't see is it working as well as we'd want.....

The simple fact of the matter is that they would have to be in a specific "8 player raid" roulette. If you put both 8 player raids and 24 player raids in the same roulette, then the only ones players will get are the 8 player raids. More so, while a lot of people have cleared the 24 player raids, very few people have cleared any 8 player raids. I myself haven't gone back and cleared the coils yet due to them not offering me anything beyond a story, and the difficulty of getting a full raid group for even current content that has actual rewards. More so, I'd be surprised if the Alex NM has as many people who've cleared it as even Void Ark will have within a few weeks, simply because it's not only designed to be more challenging but also has a less rewarding loot lockout. I can say with certainty that a significant portion of the players on my friends list haven't cleared Alex NM. The bottom line is that there simply isn't enough of a clear rate on players to warrant an 8 player raid roulette, and putting those in as requirements along with the 24 player raids would simply keep the majority of the player base from unlocking that roulette, which would defeat the purpose. Again, having them in the same roulette would also make it so that the 8 player raids were more or less the only content you would get, unless you simply happened to get lucky.....

Even if we only count the 24-man roulettes, we have a weird situation where LotA was a 2 tank/2 healer/4 DPS per alliance against the 1 tank/2 healer/5 DPS the other 24-man raids have been.
But then no one would do it unless they give it a lot more Eso reward then Expert since it's faster just do the Expert.
Unfortunately not that many people want to even attempt t5. More so because the mass amount of instant kill mechanics. Someone being just a bit behind or ahead of the group on dive bombs can still kill everyone. Even the tornados are still a bit up in the air no pun intended. T9 really has aged a lot better then the early coil, so if they were to add raid roulette I think they would have to alter the way t5 functions.
As they already said, 8 men and 24 men couldn't go in the same roulette, and the 24 men ones with 2 tanks, 2 healers, 4 DPS can't go in the same roulette than the 1 tank, 2 healers, 5 DPS. So it seems unlikely they will create one.
I think the earlier 24 men raids should have level sync or ilvl sync, since overgeared people ignoring mechanics make them no fun to do.
The roulette would need some reward. Since you can get an esoteric upgrade item just for Void Ark weekly (and only one), it seems unlikely developers will make possible get more of them. Other rewards wouldn't be attractive I think.
Let's see what the relic quest brings, it might well be we will have to revisit the 24 men raids and not only some of the old dungeons?
