I have same ISP as u Lytta.

I can confirm that I also am experiencing packet loss with Orange ISP from France.
This reminds me of an issue that happened at the time of Guild Wars 2, where basically the ISP didn't allocate enough bandwith for the route to the data center.
Basically after a while and some discussion between GW2 team and Orange they opened up the routes properly, but it took some time... I hope it's not the same issue

In the OP's trace it looks more like a Level3 issue.

Though, Orange does have a history with both FFXI and FFXIV (they caught an exception in the headers back around 2.0 launch and tweaked things considerably back then). So if you open formal tickets with them they may be able to move on it somewhat quickly. Make sure to provide them a valid address for testing--either the one your client actually uses (look it up in resmon or a netstat after logging fully in to the game), or give them the lobby server name (neolobby06.ffxiv.com). Their past history with FFXIV will be referencing the old 199 subnet and ASN for Ormuco, but they need to be looking at the new 195 subnet and ASN for KDDI (AS8375). The peering is mostly through Telia and Level3---pretty sure Orange has a good enough working relationship with those peers to make things happen if needed.

Orange Spain ... also lost packets every 20 sec aprox.

Same problem as everyone else and Orange Poland too. latency way better but lag spikes so bad that its unplayable for anything Raid or Trial related

Same issues, with Free ISP (France).

Those issues are cropping up more on your ISP's side of the equation...outside SE's sphere of influence. Need to file support tickets with your ISP to investigate. They are the ones determining your routing into Level3 and Telia, as well as whether you use Level3 or Telia. Your ISP also has the peering agreements with Level3 and Telia, so there may be a way to affect change within those networks as well.

Ok ... but SE its the only one who can centralize all users problems. Its is fustrating try to explain to an operator this issue, cause all they can do it is check the connection .. and tell you that all is fine and not have problems!

So SQUARE ENIX MUST TALK WITH ISP ORANGE AND FREE!

SE doesnt 'must', but it's support is indeed needed to fix this. I doubt we alone are able to do anything with it. I had few calls with Customer Support few times years ago and all my problems turned out 'not to be problems at all as everything is working fine'. It still isn't in some cases.

Orange France customers are also affected by this issue. Opentransit is the hop that causes the issue for me.
Unplayable unless I use a forced route elsewhere. ISP customer support just says they can't change it, SE says they won't change for just one ISP.

It is not a Server problem... it's all EU Data Center Problem with Orange ISP.

So .. the olny choice you have it is to move a NA/JP DataCenter..

(and all this ppl are playing in different schedules than you...)

Sounds like you were still dealing with a lower level of support that only works with localized issues. This is upstream and needs tier3 for a more in depth analysis and escalation if needed.

Well I tried a program called wtfast, it kind of got rid of the ping loss at least for today, didn't see much of it after I turned it on.

I was meddling with it too but as I am on ps4 it didnt help. I tunneled my connection through laptop on which I had WTFast running but I didnt see any difference.

The site you were tunneling to may been still routing through a troubled segment...or you may have issues closer to home that are physically causing issues that won't go away even with an encrypted tunnel in place.

From the laptop running the VPN, compare a trace to neolobby06.ffxiv.com both with and without the VPN. If they are both using telia to get to KDDI, that may explain one of those possibilities. Try tunneling to another location to see if it changes to using Level3 or otherwise shows a cleaner trace and then try shooting the console through ICS on the laptop again using that other tunnel.

Today I had no fps lag at all, so dunno maybe they fixed it in Poland?

I take that back, tried it without Wtfast and there were lag spikes as crazy, guess I just have to run it with it now.
