I have wondered for awhile. If you can just turn it off and turn it on for no cost or GCD why is there even a penalty attached to it? Most of the time when I heal and want to use it I turn it on and use it, but some times I click it off and it lags and doesn't switch off. Why is there an on and off mechanic when there is no penalty to it whatsoever?
Cleric Stance
Grants 95% INT from MND attribute ratings, while increasing potency of attack magic by 10% whilst granting 50% Accuracy. Effect ends upon reuse. Cannot be used in PvP areas.
This means it would just be a passive buff. You would not need worry about lag affecting you.

When you turn it on, there is a cooldown before you can turn it off again. So you are stuck in cleric stance for 5 seconds.

The same goes for Aetherflow for example.
What you cannot do is queue Aetherflow and queue CS at the same time, you must press CS after Aetherflow has been used.
There is not ever a moment when CS does not work if you handle it correctly. -

That would be lag. Nothing happens then you click it again and then it turns off and on again. Sometimes people just do that by accident anyway while in a rush to turn it off. Foir this it's always good to have benediction in reserve for a WHM. You will only ever need it when failing to turn cleric stance off because of derp and you have to save the Tank. -

The "lag" happened to me plenty of times, but that's because I was impatient and thinking "Why isn't anything happening" as I clicked it right before casting animation finished, which of course resulted me clicking it again, only to get Cleric's Stance bounce off and back on immediately. After I learned it queues itself and turns off or on after spell animation finishes I've been completely fine with it. No accidental switching unless I've been tired and forgot to switch it in the first place. :)
It's same as I can click Shroud of Saints when it's still greyed out while casting goes, and my character still does it after previous animation finishes and I'm already casting my next spell.
So what I'm saying; Cleric's Stance is fine as it is. Learn to queue it! :D -

If you accidentally turned cleric stance on, remember that whilst spells has a reduced healing magic potency, your off-global-cooldown abilities (such as Benediction, Lustrate and Essential Dignity) do not suffer any such penalty. Stoneskin doesn't either, since it's percentage based.
When I'm healing, I have a healer hotbar and a dps hotbar, but I also have my oGCD healing abilities on both hotbars just in case I have to make an emergency heal with CS still ticking over. It has saved countless tanks. -

I wonder if the devs did any tests with the cooldown timer on Cleric Stance. It was not a feature originally in 1.0 and was added later by Yoshi-P prior to the 2.0 relaunch, who would have had some data behind him to support it.
As a main healer, I think it would be very convenient to be able to weave damage spells between healing spells too. However, the cooldown on cleric stance forces you to really think about certain phases for the boss/mob and what defense cooldowns the tank is using to reduce damage or recover hp. If you removed it, it would quickly become a situation similar to SCH in 2.x: where healers could use lustrate as a percent-heal while in cleric stance (except now it's every heal). It's great for dps, but I'm not sure it's a dynamic that fits the new intended gameplay and meta for healers at raid (where there are specific phases of dps and mp recovery).
Also, Cleric stance queues actually don't work that well since macro skills automatically overwrites any existing queues. So if you switch to cleric and immediately start healing with a macro (such as a cure mouseover), it may not remove cleric stance because you've actually overridden the first command. This prioritization for macros is the actual problem with cleric stance on healers now. -
