I found the following site which addressed a similar problem.

I navigated to c:\Program Files (x86)\SquareEnix\FINAL FANTASY XIV - A Realm Reborn\boot
and set every .exe file I found to run as Administrator.
I then run the ffxivboot.exe file and it updated successfully.
I already have all .exe as "administrative" files. I even created a thread about it before. Not working for me. EVERY darn patch is a darn fail for SE. I dunno why I pay for this shit... Q___Q In short - it won't update no matter what I do
I tried to download the game anew. What do u think launcher told me? Unable to update patch files. Really? I browsed internets again, turned off all the guards, tried some Win stuff, router stuff - IT JUST WON'T DOWNLOAD.
I began experiencing issues since upgrading to Windows 10 (from Win 7).
I had my Hotbars and Gear sets not saving but read a post about setting "write" permissions to a folder, and now this.
I wonder if this is a Windows 10 thing that hasn't been fully worked out by SE.
im getting the launcher error [30413] and [20496] on both of my computers a laptop (which usually has no probs) and a desktop pc (which screws up every patch- was only able to get it just to work again a few weeks ago).my game was working on both my pcs before this patch. so yep im kinda sick of this crap. i love this game but its a battle each day to get it working
Sounds more like environment specific issues than game design...make sure you are launching as admin, add exceptions for the files/folders in your security apps--don't forget to create exceptions for the running processes also. Many security programs also have a section for managing network access after an executable is launched as well, so it sometimes isn't enough to just add the flat file.
Edit: and don't forget to check Windows Essentials/Defender...many don't even know about them.
Some of you may also want to open resmon and catch the akamai address you are trying to download from and test the stability of your route to the server...there may be something odd going on between you and Cambridge.
And Win10 is still not officially supported...SE has made at least two announcements that they are still testing. Word is already out that Microsoft is planning a major update to the OS this fall (think it was October?). Microsoft is giving us a year to get the free upgrades...why the rush to move to a new environment already known to have issues?

That message comes from a connection error. You may want to confirm your firewall is not blocking the process or the connection of patching.
I have windows 10 using windows firewall and i had no problem installing this patch.
I still cannot do a thing.. I even reinstalled my windows 7. I contacted my provider - no way, it just doesn't want to download. Even new game downloader is not downloading for me. http://gdl.square-enix.com/ is DEAD. And I never made changes for my previous Win setup. GOOD ONE SE - as always...
That akamai mirror server is accessible just fine (can't browse the file structure or anything though, need to have the proper string to access the mirrored files)...must be something else going on?
Just to rule out one of the simpler ones...are you running as admin? Not logged in as a member if the admin group, but with elevated privilege by either right-clicking or setting the option to always run as admin.
Edit: An afterthought...new Win7 install? Did you verify both .Net 3.5 and 4.x are active and updated? Made sure Defender and Firewall aren't interfering (or any additional security you may have installed)? Made sure the newer SSL options are enabled in Windows internet properties (inetcpl.cpl)? Getting updates through WinUpdate should update the XML engines, but Javascript may still need some love...maybe a fresh layer of Java would help? Flash too while you are at it. Think that covers most of the more common installer/updater issues I've seen.
There has been another botched firmware pushed out to some ISP provided modem/router combos. Unclear if this was a change/reset of the built-in firewalls again or not just yet...the ISP at the forum where I saw it being discussed still is not saying their is a problem with the hardware yet---but users have clearly demonstrated it is the hardware by hooking up a different router and the problem clears.
Might want to go through your router config and check the security options. Could be something in the SIP ALG options or even a change in Secure NAT options.
