Same here, it's a stupid waste of programming resources, I've never gotten above consolation from playing every week. They need a wider variety of prizes and ways of winning vs. it just being a weekly 'Nope! You lose!' for 99.9% of players.

May 16th indeed, but we have less than 2000 Jumbo tickets sold per week on Malboro. We can't even get the top tier participation bonus. Considering the Jumbo Cactpot is tied to an actual Achievement that is currently programmed to take the average player 50 years to earn, which is then used for the meta achievement with the High Roller title, I'd expect that SE has plans to eventually allow us to buy multiple Jumbo tickets per week, similar to how we can already do with the Mini Cactpot. Unless they really think this game and it's players can last 50 years, lol.......but then again they think Triple Triad Tournaments are operating acceptably too sooooo...who knows?
Do you mean in real life with finite and quantifiable resources where the rarity of awards is needed to ensure its viability from a financial standpoint? Or in something like- I don't know- a video game where a broader range of rewards could be generated, at much lesser values than the top prizes but better than the insignificant prize 99.9% of people get every week and isn't worth the repeated effort, without impacting the sustainability/financing of the lottery program itself?
Actually, I guess I don't know, if you could write a long detailed post educating us on the subject that would be awesome.

Keep an eye on the number of tickets sold for each drawing.
I am on Balmung, one of the most populated servers, and I was quite surprised to see less than 5,000 tickets being sold per week. This last week was only about 4,800 tickets sold.
That really opened my eyes to seeing why people weren't winning more often. After all, compared to real life lotteries, 1 in 10,000 odds is actually pretty high, so I expected much more people to be winning.
The sad truth is that, no one is playing. That is why no one is winning.
The real issue is that the MGP rewards aren't that great. What can you do with 1 million MGP? You can...
(1) get a super cool looking Mount... that doesn't fly.
OR
(2) get a super rare Triple Triad Card... that you probably can't use anyway because every NPC and their mother uses the Random rule.
All the other rewards can be obtained fairly easily from playing Mini Cactpot and grinding Triple Triad (or maybe Chocobo Racing if you're so inclined; most people aren't).
Ive never enjoyed lotteries tbh..but I still partake in this event each week just in case.
I would be happier with a huge addition to the vendor of items to even try for, then a change to the lottery itself.
Glamour items should be added monthly, add in rare dyes, emotes more then just the 1 hairstyle, as well as more bardings, pets..(mounts not so often).
I stare at the same old list hoping something looks different but nope.
Its not realistic to think everyone wants the same type of items so spice it up se!
The saucer looks dead for a a few reasons im sure..more variety of minigames and rewards would help for a while at least
side note: se you should of made the glowy pastel floor panels as the housing flooring available. the current 2 available look icky.

You're forgetting that each server is different and that size and participation is totally different. On Siren, it's a steady loss for us. Granted, it's 2-4 gil per week, but still a loss. Yes, it's a lottery system. But you can control the programming of this lottery system. We've had two winners since the GS was introduced. It isn't a matter of this system being unfair; it's unbelievably frustrating to make an effort for this thing while still knowing we don't have a snowball's chance in hell at winning it.
Effort? Im so sorry you had to take 5 minutes out of your week to go click a few buttons and then return a week later and click more buttons.
Face it, its not unfair, its not time consuming and requires no effort, its just somthing you do whenever your in the GS, if you win, great.
If you dont? Try next week. Thats the entire point, doesnt matter if the devs can control it. Its a luck based system and you shouldnt be rewarded for being unlucky
But questioning why it's soooo RNG based at all is important. If the number of ticket sales is low, RNG should account for that. If it's high, it should account for that. There are many many times no one wins more than the consolation prize. And when you go literally months where no one wins, people get discouraged and stop participating. "I'm not going to win, so why bother"; that's what I'm talking about. No one even goes to the GS any more on Siren, sales of JC tickets are abysmal. I'm not saying reward people for being unlucky. I'm saying this controlled system should be a little more controlled so that it isn't month after month with not a single winner. It's obnoxious and frustrating, and when the rest of the game is so grindy people aren't going to go grind away their time at the gs for some minimally beneficial prizes. If the GS was actually fun any more, people would be there.
This sounds like a Gold saucer Problem not a Lottery problem imo.I am one of the people you describe, i rarely go to the GS because theres nothing to do, but thats unrelated to the lottery. I just cant find the reasoning behind letting more people win in an RNG situation.
At best id be ok with a roulette of 3 numbers instead of 4. But as is it does what its meant to do
The right to left thing of the numbers just seems so wrong. Saw a post on reddit yesterday where the winning number was something like 9526 and their ticket was 9524 - so they just got the consolation prize. My best week was when I accidentally hit "purchase" instead of "random" and bought a ticket that was 0000 and got the prize just above the consolation because the right hand side number was 0. It either needs to become an actual lottery, or a raffle so that at least one person wins each week.
Well Jumbo needs to be fixed as current state is just wrong... normal lottery doesnt care about number positionals if you have 1-2-3-5 on your ticket and the winning numbers were 2-3-4-5 you still get 2-3-5 as winning. There was a time where I had 3numbers the same as the winning numbers... but the right one was different.. so I got consolation prize >_<. They should kick out the number positionals and let people win higher prizes.
Biggest problem most people have with it:
- It's boring content with no real value. On Moogle two people won in 5 month. Then suddenly 4 people won in 4 weeks.

Which makes them unreachable - hence why i didnt bother with the rest- You can win more MGP per day from the mini cactpot then the average Joe won since the release of the Jumbo cactpot - I don't know what people call active demotivation, but for me, thats a good example for it
- The more people give up playing the worse it gets. Less tickets, lower rewards and less winners, lower rewards and less winners equals more demotiavtion and less people and we just went full circle
The rewards seem to have actually decreased pretty dramatically. For the first few months when it came out, the consolation prize was usually near (and sometimes higher than) the cost of the ticket, so you could get the ticket each week figuring you'll probably break even but maybe win something if you're lucky. Now the last month or two, the consolation prizes are typically running around 60 MGP or so, so that now unless you win something, you're down by 40 points. The rewards are too meager for something where 9 times out of 10 you'll be actively losing points like that.
Some of this change is due to fewer people playing, so we no longer get the top tier or two of bonus rewards, but most of the time even adding those wouldn't get the payout up to the level it had generally been when the Gold Saucer released.
Got all excited this past Sunday when I went to check it out. Checked the ticket and before the screen came up an achievement flashed across the screen, was like whoo-hoo. Then the screen came up, got the last two numbers and missed the other two by one digit each, good for just above 10k, closest I ever got. Don't really see it as boring content, just something else in game. Not like you buy the ticket then stand there for a week waiting, that would be pretty boring.
For anyone claiming you aren't supposed to ever win the jumbo cactpot, because that's how real lotteries work...

There are two achievements that require you to get a million MGP from Jumbo Cactpot, and if previous nerfs to achievements mean anything, it's that the people that create achievements intend for these to be realistic for anyone who puts effort into them.
So let's say I roll up my sleeves and focus on getting these achievements. 1 million Gil from jumbo cactpot requires:
winning a 1/10,000 chance one time, or
winning a 1/1,000 chance ten times, or
winning a 1/100 chance one hundred times.
So to work on this achievement gradually, I only need to win a 1/100 chance lottery every week for TWO CONSECUTIVE YEARS.
You want to put something that no one should expect to win in the game, fine. But when you put a title awarding achievement in for something, especially the Gold Saucer meta achievement, it should be something that players can work towards.
there are achievements which arent intended to be handed out to everyone, be grateful that there are no server first titles as in many other games
