I guess it'll be a lot more difficult making characters in overpopulated servers; typically, people would wait on or after maintenance to hopefully create a character, but it seems as af SE is going to prevent that from now on.
I suppose that's one way to prevent new players from entering overpopulated servers..

Forgive me if I'm misunderstanding here, but it seems to me that this isn't saying that worlds won't go down for maintenance, but rather that they won't be crashing/preventing log in attempts when the server is at max capacity "such as right after a maintenance"........

Well for people that didn't know character creation is based on how many people are on. Not current population. So saving a character before time and logging in right after server goes up will generally net you a slot. I made 7 alts the other day as place holders since each gets 3 fantasia anyways.
Now with that said, I don't understand what they are really saying. It needs a little better translation. -
