It's likely in Main Scenario Roulette because it's effectively 3.0's Castrum Meridianum. Which is much more appropriate than putting it in Expert Roulette.
Probably because of the mess that was 2.0 and Praetorium/Castrum Meridianum. People wanted to watch cutscenes, but speed runners were going GAHHHH DIRTY CUTSCENE WATCHIN SCRUBS!

And I have already seen reports about DPS having over 1.5 hours queue to get in because there is ZERO reason to run it after clearing it.
Considering that it is a required story dungeon, this will be a BIG problem.
Will be required somehow in new relic, coming more or less when it'll start to transform into Cape Westwind v3.0

one reason me and my buds think is because it drops no loot, so they would think people would just leave and screw over those who wanted to do it for there MSQ, but thats what me and a few friends think.
I would argue that the current, or at least imminent, situation is worse, since nobody even joins the dungeon. So the people who need it are screwed even worse.
Some people leave - bad, but manageable, as long as it gives Law/Eso most will stay.

I aggree. Unlike the Praeterium/Castrum this dungeon is actually fun and I would like to play it more frequently in roulette.
It makes no sense that they didn't put Valerian gear into this dungeon and place it into the Expert Roulette. I mean, Snowcloak and the Keeper of the Lake did have gear and feature in Expert Roulette....
They've gotten better at splitting up group content and cutscenes, but they still aren't quite there. They should have made a cutscene play before the duty unlocks, run the dungeon and clear last boss (not the real last boss), cutscene after completing the dungeon introducing real last boss(s), real last boss takes the form of a trial, and then cutscene at the end of the trial. 3.0 MSQ should have ended with a dungeon followed by two trials, instead of a dungeon followed by one trial.
The devs have certainly improved though. The old Ifrit normal fight involved the ENTIRE cutscene where you are brought before Ifrit, he is summoned, and the beastmen react to you not being tempered. Lots of talking and text boxes that it is possible to afk on without continuing. Meanwhile, 3 people are waiting in that circle for the duty to begin. Getting a player who reads slowly and takes breaks, you might be waiting more than 5 minutes for him to finish the cutscene.
Now we have a glorious long cutscene leading up to the Ravana fight BEFORE you unlock the duty finder. That's how it should be done, and I'm glad they figured that out.

There are numerous ways the player can find others to help and heck it's a lot easier than in 2.0, they only need to find 3 others. If they can't find others then they are just being lazy and only have themselves to blame. Yes DF can be a useful tool for content that is ran often but everyone has to understand it doesn't work for all content.

I'm pretty sure you come from old school mmos where you have to manually find players for a every task, but we do things differently in 2015 and its undeniable that this dungeon needs to be added to one of the Roulettes as soon as possible.
Sometimes I get tempted to run this dungeon again just for the fun of it. But I did it once only and for the first time within the first few days after early access, and we had to figure out the boss mechanics on our own, so i remember it taking us a while to kill him at first. I'm sure the boss is a piece of cake now, but those memories of him taking us a little while at first plus the length of the dungeon itself makes me not even bother wasting my time on it just for the hell of it. I believe it should be added to main story roulette at least.
Its 100 Law for a similar clear time as the ones in EXR.
i ran it a number of times on my WAR when i was Law farming, probably will continue to run it for Law when i need a burst of Law.
The obvious solution is to include a drop in it for the new relic weapon that only has a 2% drop rate and you will need 40 of them.
It's too bad, really. That's maybe my favorite dungeon in HW, but once you run it for story there's no reason to run it again if you're not a crazy person. Like others said, I'm sure they'll add some rare drop for Relic 3.1 quests or something, but otherwise it'll live on in my memory :p

Because it is a story dungeon. Its the equivalent to Castrum Meridium or Praetorium was in ARR. They learned that making story dungeons into 8 mans was a bad thing. They learned from their mistake of putting the dungeon into a roulette. They learned by giving the final story dungeon of the MSQ a reward in tomestones would create a negative reaction by both the players who were new and wanted to watch the cutscenes and enjoy the story and those who were just in there for some quick tomes.
While I adore the dungeon itself, and can't wait til we see a Hard Mode version of it, they 100% made the correct decision here.
If you want to criticize SE/YoshiP for anything, criticize them for not having 3 level 60 dungeons that weren't part of the story.
It is likely that ARF, Neverreap and Fractal Continuum will be moved into a new level 60 roulette in 3.1 when the 3 new experts are introduced.
ARF just happens to be in a weird place right now as SE doesn't want players fishing for it in their daily expert roulette.
it's the equivalent to Keeper of the Lake which is a story dungeon. there are only 2 cutscenes, before the last boss and between the two phases of the last boss. and because it's 4 man and not 8, it would be a lot harder for people to force cutscene skipping. just see how much fun it would to be to 3 man the last boss fight, especially if the new person is the tank/healer.
I like all the people that say "Oh, but this dungeon is fun! I would like to do it more" Then SE adds the new Relic weapon quest and make you run that dungeon for a 3% drop chance of an item that you need 10 or more pieces. Then everyone will riot about how they are bored to run said dungeon 100 times and how is the most boring expierence of all. I can already see it... :P

Everyone needs it for the main story, but it's not in the roulette. As a tank I just kept queuing up for it when I needed Law tomes and it was guaranteed law bonus every single run, beats Neverreap and Fractal! But yea, it should be int he EX roulette.
Wait!! is not part of any roulette?!! When I had to do it because of the Main Story Quest a dragoon told me to skip the cut scenes, I thought at that time that maybe it was part of the low lvl roulette or something and that they were farming it, I had to watch the cut scenes at my room later T_T
You should have told him that patience is a virtue and let him wait while you enjoyed the cut-scenes. Don't let others dictate what you do because they can't sit around for minute.
I also would like Aetherochemical Research Facility in the EX roulette, its easily the most fun level 60 dungeon and it beats getting Fractal for the billionth time, as for people watching cutscenes, let them, the ones in the ARF aren't even that long, much shorter than the Castrum or Praetorium.
