Has there been any feedback from the devs if they're doing anything about this?
It was an annoyance before, but with the introduction of DRK, the issue has been magnified.
Now this doesn't only affect DRKs. PLDs and WARs also suffer from having skills that are useless against magic-only enemies.
Would allowing magical attacks to be parried/blocked be a bad/good thing?
I feel that it has almost no reason to be there.
Why we still can't parry/evade magical attacks?

Because DRK is designed at mitigating magic damage and PLD is designed to mitigate physical damage. Make magic blockable with shields and PLD wins at everything (parry is much rarer proc than shield block).

Would be cool for dark to have a cooldown that allows him to parry/block/evade magic for a while.

Not just Elemental resistance, let's see all the resistances actually matter. Holy crap, we might even create some scope for horizontal gearing with melded gear that enhances resistances against various things....a resist heavy set for field work anyone? -
