I'd assume so, everything is going to open up on the 19th except for the 2nd tomestones and Alexander. Doubt they'd reset on the 23rd.
No, it won't be available until four weeks after Heavensward is released.

Everything that we discussed today will be available at the start of Heavensward. However, as I discussed previously, if we were to release items and content that have weekly restrictions, we are worried that it would create situations where players would try to rush through everything as soon as possible and force others to skip cutscenes. This would also lead to situations where players would not be allowed to level up and enjoy the new content at their own pace.
As such, we will be introducing the Alexander raid two weeks after the release of Heavensward on June 23. Unlike the Coil of Bahamut, players will be able to re-enter a floor in Alexander even after clearing it (similar to the Crystal Tower). Additionally, we’re planning to release the new Frontline map at the same time Alexander (Savage) is released. Honestly, we were not sure if we should release this at the beginning of Heavensward, but we assume most players will be focusing on the main story and leveling, and this may cause a situation where it’ll take longer to get into a match, therefore, we've moved the release timing to this point.
Pretty sure I read somewhere it would be available 2 weeks after release (at the same time as Alexander "Normal" mode).

It was confirmed early on that Tomestones and Alexander (both versions of each) would be rolled out post-launch, to give people time to play the early content at their own pace.
New capped tomestones (Esoteric) will not be in initially, new uncapped tomestones (Law) will be. Tomestones of Law will buy ilvl170 gear, which will be the standard to start out Alexander story mode.

Most likely reduced to 450, only reason we got 900 was because people kept asking for more poetics so that they coudl gear up for 3.0 and SE decided to increase the cap. At first they had no plans to increase the cap but I guess they figured since there would be gear that will easily trump the poetic gear as players leveled up, they decided to just offer a slight increase in cap to give players more of a chance to gear up before the expansion hit.
Tomestones of Law are gonna be like Tomestones of Philosophy (Tomestones of Soldiery I suppose if you didn't play back during 2.0's launch) and will be available at the start of EA. Tomestones of Esoterics will be released alongside Alexander Savage, 4 weeks after launch (which will be 2 weeks after Alexander Normal).
As others have posted, I'm also inclined to believe the Esoteric cap will be reduced to 450 (or they'll double the maximum limit and double the amount of tomestones one can acquire via dungeons/raids - effectively halving if as well).
We will see once they release it.

After servers come back up, regardless if you bought hs expansion or not:
Tomestones of Soldiery will not exist anymore. (You can trade your old ones for Poetics)
Tomestones of Poetics will not have any weekly cap anymore.
Tomestones of Law (probably) won't have any weekly cap as well, but it's very likely you have to reach lv60 before earning any.
Since the dozens of lv50 dungeons we have right now will not give exp (they have confirmed this), if you didn't buy the expansion you will not have access to level 51+ areas nor dungeons, so chances are you will have to level up to 60 by FATE grinding in Mohr Donna or by (god forbid) 1st room farm Aurum Vale.
There's no evidence to support that people that did not buy the expansion will be locked out of leveling to 60 or won't be able to get new tomestones.
Granted it will be much more tedious for them to level up and earn tomestones, but I strongly believe they will be able to.
So even if you don't have early access, you'll probably be able to start leveling to 51+ during the early access period after servers have been updated.

Because of the above I personally assume that while it can be changed at anytime before EA, there's a high chance that tomes of Law will be available from EA/launch but I hope SE will confirm what will happen with Law tomes in the live. :)
Really? Ugh. That feels like a lost opportunity. There is going to be zero incentive to continue running these as a high level player aside from people still running their zodiac (and most of them will have moved onto Heavensward's new relic).
I hope they review that stance and make appropriate changes down the line. There's no reason why level 50 content shouldn't give experience points at all.
Well, I'm not sure about the tomestones, but as for leveling up from 50 to 60, there's this: (emphasis added)
Plus there's also the fact that the expansion lists "Increased level cap from 50 to 60" as one of the features you're buying.
it was because they felt people would stay in lvl 50 content to hit lvl 60 fastest and they want people to level mostly in ishgard.
they did say they will add exp to the content eventually.

Yoshida: It was a tough decision, but we decided to leave it so that you will not obtain experience there at the start of Heavensward. As a development team, we believe that moving on past level 50 should happen on the Ishgard side. Because the new dungeons have a different pacing than the ones from A Realm Reborn, we were also afraid that people would gravitate towards the older instanced dungeons for more efficient experience.
After the situation settles down from the release of Heavensward, we might change things around by assigning some experience value, but that remains to be seen.
Well, we have no idea what incentives they're going to have. Maybe the new Heavensward version of relics requires running those level 50 dungeons dozens of times each or something. SE has up through now put incentives in place to make sure people keep running the older content, and it seems doubtful they'd change that basic pattern when the current endgame stuff becomes the "older content".
This would match the pattern they've used up through now, as we progressed from Philosophy to Mythology to Soldiery to Poetics, but they might do it a bit differently when an expansion is involved, to allow for both ARR by itself and HW to have their own Tomestones.
I'm hoping they keep Soldiery and Poetics pretty much unchanged, tradeable for the same gear they give now, but just add Law and (eventually) Esoterics in addition to them, tradeable for better HW gear. Those with just ARR would still be able to earn Soldiery and Poetics. Those with Heavensward would have access to any of the four (but are more likely to be interested in the Law & Esoterics unless they like the earlier tiers cosmetically).
There's nothing to suggest that players who do not buy the expansion can level past 50, obtain tomestones of law (or use them), or really do anything in game that you can't do already. Maybe they'd be able to participate in airship building, but even that will likely require 51+ crafting which will be locked without registering HW.
I don't personally understand why people would continue playing without the expansion, but I suppose there are people who will. I wouldn't expect more than very tiny updates to vanilla content from here on out.
