If you mean the person next to Varis, hard to say. The armor doesn't seen quite right for a Garlean Legatus, though, because they all share a base armor design and whoever that is seems to deviate from it heavily.
I thought the kneeling Garlean might be another legatus, but there's nothing we can really glean from it unfortunately. Signs only point to him being a Garlean of probably some renown rather than Troop #47.
The dude with the shoulderpads is the newly crowned Garlean Emperor we've already seen.
It was about time the garleans showed their faces again. Interestingly Varis is meeting with Alphinaud here. Will we really go full FFVI here with a "truce" with the empire that gets borken a few hours later?
I really hope girlpants learned from his mistakes and will be more cautious this time.

Maybe it's like a praetorian guard. I wouldn't expect the emperor himself to just go around out in the open with average mooks to protect him.
I'm sure that is the IVth Legions Legate, seems they're going to fully embrace the "xth Legion Legate = Final Fantasy x villain". While Nael van Darnus didn't look like Sephiroth (or did he?), he played out a lot of similar scenarios, Meteor project, walking through fire, might even have had a mother obsession if we look at T9. Gaius van Belsar was the XIVth Legion Legate, and in the end he reflected Final Fantasy XIV perfectly by trying to copy the living hell out of Nael van Darnus (right down to copying the battle music). Final Fantasy XIV is a game that references past titles endlessly, Gaius van Belsar referenced the previous Legate we encountered. Much as I loath him for that, it is quite fitting.
Would this mean we're in for more Final Fantasy IV references in the plot, rather than VI (which we assumed what with the Floating Islands and all)? Holy crap yes we are, the whole Alexander = Giant of Babil thing I've been pointing out seems all the more obvious now... How far will they take this... Are we going to get an evil alien invaders plot too? I mean the Ascians kinda already fill that space. Wonder if this Legate will eventually become our ally as well... Long lost brother to a certain Ishgard Garlean we know, mayhaps? Can we get a Red Wings remix for Free Company Airships too? Holy crap, hype intensifies!
While I'm still holding out for properly original material, I'm wondering if we're going to have two competing Legati again, like1.0's1.X's plot. We still have seen some leanings towards FFVI what with Doma and the Warring Triad (but Floating Continent is also FFIII), so I wonder if there will be both a IVth and a VIth Legion at play.
I guess what I'm trying to say is, more blurred lines would be cool if they can make it work. Trying to stick too hard to only one at a time gets tragically predictable.
Except for:
A) Varis being MUCH younger than Gestahl
B) There being no Kefka-like equivalent as his general (sadly; I want an insane Joker-like villain, damnit!)

At least he has finally figured out what coats are for. That actually made me laugh at the start of the trailer, finally he figured to bring a coat to Coerthas, even Minfilia at least had that amount of common sense, glad to see his general dress sense has improved as well (Cid seemed to have a new outfit as well). Whatever he was wearing for this meeting is worlds better than the abomination he currently wears...
Well Nael did go one winged angel on us (The trope part, not literal of course.), and ended up possessed by Bahamut, something many people thought had happened to Sephiroth by Jenova for a while. Plus had a long weapon, even if it was a lance instead of a sword.
Also while I love IV, I don't think Eorzea is ready for their other moon to also start tryin to kill em. Plus it might now work better for VIII since we are down to one moon.
Really, if anything, I would be somewhat surprised if Allag didn't put something on the surface of Menphina. Their engineering and scientific might was sufficient to place an artificial moon in orbit around Hydaelyn; they must have had the capacity to at least travel to Menphina, in some form, and it's conceivable that they built something on its surface. I dunno if it's enough for an entire expansion (and it seems like the next few expansions are going to be terrestrial in any event) but I wouldn't be surprised if it comes up.
No, the floating continent isn't remain of Dalamud, only the ragnarok type vessels ( the bigs sword which we explore 4 of them, a 5th being in Coerthas ) were parts of Dalamud.
Ragnarok is a class of spacecraft, not the name of the vessel.
Back on topic. If that dude really is the legatus of the 4th imperial legion. What's his story? It is unlikely that he is Alphinaud's brother.
Nobody knows. We've gotten precious little information on the structure of the Legions outside of the ones that have come to Eorzea. Presumably we'll learn something when we encounter this person in-game.
Yeah, but the problem is, we don't even really have enough to speculate on. We know only very, very broad strokes about how Garlean society works and have no details about the rest of the Legions, or even inland Islabard itself.
Right now any speculation would be pure guessing, sadly. :(

My money is on some relation to Lucia though. If they're going for the same Final Fantasy IV "I am your brother!" twist, that makes sense to me, she's obviously Garlean and that point has gone unexplained. She's a gender bent Cecil, if it turns out she was a Dark Knight before serving Aymeric then all the more so.
That might work, especially since, on that note, I absolutely do suspect Lucia was "dark" before coming to serve (and befriend) Aymeric of Ishgard.
After all, some of the things she did when serving Gaius van Baelsar were very dark indeed...
On that note, I do wonder generally: how has the disappearance of Gaius affected Garlean politics at large? THAT we can speculate on. We know he was a favorite of Solus and that he slew a number of pretenders and usupers to the Garlean throne, and I don't think it's coincidence that the Garleans suffered a civil war the instant he was really out of the picture. Just what was Varis' attitude toward Gaius? Is the guy in question in the OP someone who would've been disfavored by Gaius & Solus? Just how much is the Garlean political scene getting shaken up now that he's gone?
When did Lucia serve Gaius? I think you may be mixing her up with Castrum's boss Lydia.
With all the references to plots in the earlier games, I think it's such a huge waste that they didn't keep the original emperor around for this expansion, to be killed like Gestahl in FFVI. They could have the Varis take the role of Kefka, though honestly I don't like him as a villain from what we've seen - looks too much like a generic WoW villain - so I hope he's getting offed instead, at least.
Yeah. I mean they had very detailed concept arts for Solus and just decided to kill him off without showing him once. Something is not right here. He might have faked his death to see who is truly loyal to him. Maybe he will be the one to kick Varis off the floating continent. I doubt he is in the Golbez armor, but I'm sure he is around. Maybe he is Pope Thordan.
The concept art for him dates from 1.0, is the trick. It seems likely that after Yoshida came on and the overall arc of the plot was examimed, Yoshi and the story team determined that Solus wasn't the best fit for "leader of the Empire" conceptually for the story they wanted to tell, so they came up with a plausible excuse to put the character aside and create the Varis character instead, who, as a younger and more dynamic Emperor who has better reason to travel and confront the player character and get involved in Garlean campaigns, makes for a better representative character of Garlemald.
Solus is gone, I don't think we need to go looking for him anywhere.
"Lucia" is totally Livia though, there's only a few ways they could be foreshadowing that one more heavily and any of those options would simply make it too obvious.
A fair point. Both the revaled and the hidden. Aaahh I can't wait to learn more about the garleans. Unlike wow where plotlines are either related to the Old Gods or utter garbage, I feal I am spoiled between the Dragons, the primals, Odin, the Allagans, the Ul'dan intrigue, the Ascians, the Garleans and Hildibrand. So much lore. *_*
Lucia is most likely Livia because she's 1) a Garlean female 2) with some sort of (negative) past connection to the WoL/Player.
Edit: Another hint towards it is that: Excluding Cid (who did not check her corpse) no other dialogue actually explicitly states she's dead. I made a list pointing towards her being alive somewhere in one of these threads.
If she is Livia, how did she make to make friends with the Ishgardians so fast? To become the 2nd in command of the Temple knights? And the most important, why his massive change on her understanding the point of view? Did she really change and now is with the good guys or this is all just a conspiracy?
Doubt it's Livia, no way a garlean could earn trust within ishgard that fast, especially one so loyal to gaius's plans. Also how could lucia be a dark knight? she can't use magic, dark or otherwise.
Gaius, his legion as well as the 7th legion lost support of the empire at large, so I don't think his disappearance changed much, although He was trying to claim eorzea in hopes that solus would name him successor so maybe things would of changed 'if' he succeeded.
