It's the magic of instances !
I bet the Isghard and the bridge is just a placeholder and will be changed in 3.0. It is probably lowres too, because people can't reach it.

Seemed appropriate for obvious reasons.
Instances do not depict the world to scale and/or shape. For instance (no pun intended) it is the same effect as when you have an encounter with a monster in the older Final Fantasy's. Like when you are on the catwalk in FFVII and you get into a battle and a seemingly 5 foot-wide catwalk becomes a 25 foot-wide catwalk. What I imagine the Steps of Faith being is merely that center, bridge-proper portion of the over world screen shot in more glorious detail than we can make out from standing in the over world.
The Ishgard magic shields also have the effect of masking the inside view such that outsiders get a wrong idea of what's inside. It's part of their defense strategy.
/end wild conjecture.
I'm gonna say it's probably a case of level of detail loss. I bet the areas you can see from the bridge (and hey, if you haven't yet, you should totally look around when the Duty is over sometime, the stuff going on Outside the Bridge is pretty cool and worth at least one look) aren't going to be exactly to detail but to give you a sense of 'That's where X is' in relation to the Bridge when you get there later.
You can actually see the other side of the Steel Vigil from the Bridge even!
You also can't see the floating landmasses atop the Sea of Clouds in clear weather either.
Steps of faith is really probably only a portion of the entire bridge. The end is no where near Ishgard, considering how massive it is up close.
Hopefully they will change Coerthas to properly reflect the changes coming. Understand, though, that the Ishgard we see now is probably meant to seem much farther away (and is practically a cut-paste from 1.0). I wouldn't be too critical of it, they reused a lot of resources in the remake to try and save time.
Quite a few things like this in game, take a look at wanderers palace for example, the outside model has no logical entrance or layout based on what's actually in the instance.
I mean more with how the actual dungeon is layed out, most of it is running through corridors towards the main structure, if you go around ULN and OLN and take a closer look at these corridor things they are far to thin to be actual buildings and the corridors are elevated on pillars whereas inside the dungeon the entrance is at water level.
it's so much wider thatn in the exp openning trailer too
