Just open your task manager, press the performance tab, open the resource manager, then the network tab then choose FFXIV while it's running, that will tell you the latency you're receiving.
Now if only it showed it properly in game instead of having to do the above.
Sending is upstream, receiving is downstream, and they're both measured in bytes per second.
To get a better measure of your latency, you can ping your server's IP address at http://arrstatus.com/
Big number are bad right? And low number are good except 0.
Just do this.
Press start. Type CMD and press enter.
Type in the following line
ping 199.91.189.30
press enter
That is the IP for Adamantoise which is your server.
42ms ping to Diabolos
That seems pretty good.

You can do it if and when SE decides to put a latency meter in the ui as a setting you can turn on and off. Lotro has it, ESO has it, Wow has it. Many games have it. But asking this under general forums is probablynot the best place to ask this kind of question. Try the User Interface or Tech Support threads. Might get a better reply there.
There's no cmd prompt on a PS4 so you can't ping from there. I'm not sure if speedtest would work on the PS4, if it does you could atleast ping a server in the city where the data center is to give a rough idea. Though if the PS4 routes through the PSN before the data center there will be more latency than a direct connection. I'm not sure of the connection routing.
Also to give a rough idea is just ping it from a PC in your house.
Yes, we're sent to the PSN servers before the game's servers. It's why the Lodestone messages about PSN maintenance are a thing. Either way, I can't check while in game. And I would imagine there's a big difference between the connection I have to the PSN servers and my connection to Japan. :o

Yeah, I have to say that something like this isn't that hard to do. You could see it as a percentage in XI, which is where the term R0 is from (R0 meaning you weren't receiving data, your connection was dropped if you were at R0 for more than a few seconds.).
