I guess it could be said that with that particular armor the Ninja chest piece is actually armor used for combat and not stealth. Due to the embellished reinforcements throughout the design, and the over all use of metal, I believe it was designed specifically for close quarters combat and not for... lets say strategic stealth information gathering missions. Mind you my Rogue is only level 21 and my theory is only from my personal knowledge of armor and not based on any story line information or details.
Our versions of ninja are, as mentioned, fighters and not direct infiltrators.
It's also a misnomer that Ninja would use "silent" equipment. The real ninja would wear whatever gets the job done, squeaky or not. Hell most of them wore peasant garb rather than the traditional outfits.
Since our Hide seems to be a supernatural ability, what's the point of worrying about a little clinking?

Ninja armor squeaks because it makes it easier for bosses and enemies to notice and target them for aoe attacks, therefore helping ninja to stay in their comfort zone because we all know ninja don't feel at home unless they are standing in an aoe.
Form fitting chainmail shouldn't rattle. About the only time chainmail will rattle is if it includes a free hanging section (like tassets) that might jingle or rattle as it brushes against the metal under it, but the chainmail included in the Ninja AF set doesn't have any free hanging sections like that.

i guess for the same reason the female AF chestpiece has a hole in it. doesn't seem very stealthy
